{"id":10527,"date":"2026-02-17T10:25:55","date_gmt":"2026-02-17T15:25:55","guid":{"rendered":"https:\/\/cnti.org\/cnti-news\/\/"},"modified":"2026-03-19T09:50:36","modified_gmt":"2026-03-19T13:50:36","slug":"newsroom-policies-for-ai-in-journalism-2","status":"publish","type":"post","link":"https:\/\/cnti.org\/reports\/newsroom-policies-for-ai-in-journalism-2\/","title":{"rendered":"Newsroom Policies for AI in Journalism"},"content":{"rendered":"\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"h-introduction\">Introduction<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">AI governance is a complex ecosystem, incorporating policy instruments ranging from global compacts and legally binding domestic regulation to best practice standards and industry guidelines.<sup data-fn=\"1e323342-d007-492a-8dec-9be2880c566b\" class=\"fn\"><a href=\"#1e323342-d007-492a-8dec-9be2880c566b\" id=\"1e323342-d007-492a-8dec-9be2880c566b-link\">1<\/a><\/sup> In December 2025, CNTI published <a href=\"https:\/\/cnti.org\/reports\/journalisms-new-frontier-an-analysis-of-global-ai-policy-proposals-and-their-impacts-on-journalism\/\">a review of 188 governmental policy instruments<\/a> and their impact on journalism, with a primary focus on legally binding legislation in various states of approval.<sup data-fn=\"1a06344d-7e96-470e-acbc-4afe1f4de847\" class=\"fn\"><a href=\"#1a06344d-7e96-470e-acbc-4afe1f4de847\" id=\"1a06344d-7e96-470e-acbc-4afe1f4de847-link\">2<\/a><\/sup><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In parallel, CNTI\u2019s AI and Journalism Research Working Group reviewed the state of research on AI governance within newsrooms, including research on ethical implications and newsroom policy development for other emerging technologies. The <a href=\"https:\/\/cnti.org\/aij-wg\/\">working group<\/a> currently consists of 18 cross-industry members from around the world, bringing research, journalism and technology expertise to the discussions.&nbsp;<\/p>\n\n\n\n<p class=\"has-aktiv-grotesk-font-family has-foxtrot-font-size wp-block-paragraph\" style=\"margin-top:var(--wp--preset--spacing--40);margin-bottom:0px\">The goal of the working group is to offer succinct summaries of global research in specific topics at the intersection of journalism and AI. Each quarter, the working group synthesizes the state of research across two to three topics for journalism practitioners, researchers and industry leaders around the world, focusing on actionable recommendations for journalism \u2014 not other fields that are concerned with AI.<\/p>\n\n\n\n<p class=\"has-aktiv-grotesk-font-family has-foxtrot-font-size wp-block-paragraph\" style=\"margin-top:var(--wp--preset--spacing--40);margin-bottom:0px\">In each report, we lay out the general findings of the research to date, considerations and\/or actions for practitioners and areas where more or new research is needed. This report was prepared by the research and professional staff of CNTI in partnership with several external contributors who collectively authored this briefing. If you have ideas or research findings that are important for CNTI and the working group to include, please email them to <a href=\"mailto:info@cnti.org\">info@cnti.org<\/a>.<\/p>\n\n\n\n<p class=\"has-aktiv-grotesk-font-family has-foxtrot-font-size wp-block-paragraph\" style=\"margin-top:var(--wp--preset--spacing--40);margin-bottom:0px\"><strong>What do we mean by \u201cAI\u201d?<\/strong><\/p>\n\n\n\n<p class=\"has-aktiv-grotesk-font-family has-foxtrot-font-size wp-block-paragraph\" style=\"margin-top:var(--wp--preset--spacing--40);margin-bottom:0px\">This report uses the <a href=\"https:\/\/oecd.ai\/en\/ai-principles\" target=\"_blank\" rel=\"noreferrer noopener\">OECD definition<\/a>: \u201cAn AI system is a machine-based system that, for explicit or implicit objectives, infers, from the input it receives, how to generate outputs such as predictions, content, recommendations, or decisions that can influence physical or virtual environments. Different AI systems vary in their levels of autonomy and adaptiveness after deployment.<\/p>\n\n\n\n<p class=\"has-aktiv-grotesk-font-family has-foxtrot-font-size wp-block-paragraph\" style=\"margin-top:var(--wp--preset--spacing--40);margin-bottom:0px\">Wherever possible, we try to use specific terms rather than \u201cAI\u201d to avoid conflation or confusion. Journalism has been adopting forms of automation for more than 50 years,<sup data-fn=\"29d91891-463f-43ac-80ab-b581d53f073a\" class=\"fn\"><a href=\"#29d91891-463f-43ac-80ab-b581d53f073a\" id=\"29d91891-463f-43ac-80ab-b581d53f073a-link\">3<\/a><\/sup> but widespread use of the term \u201cAI\u201d is more recent \u2014 and may include both newer technologies and those that have been in use for quite some time.<\/p>\n<\/div>\n<\/details>\n<\/div>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:16px\" aria-hidden=\"true\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"h-newsroom-policies-impacting-ai-in-journalism\">Newsroom Policies Impacting AI in Journalism<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Several studies show that while AI is being used in newsrooms, formal codification within newsrooms and professional societies is not yet universal, and there are still barriers to implementing AI policies.<sup data-fn=\"d186d936-a863-4a5d-ae91-ecf83bad83ca\" class=\"fn\"><a href=\"#d186d936-a863-4a5d-ae91-ecf83bad83ca\" id=\"d186d936-a863-4a5d-ae91-ecf83bad83ca-link\">4<\/a><\/sup> The working group reviewed 30 research articles addressing AI governance impacts on journalism, including policies developed by newsrooms and press associations, technology companies and governments.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The speed of research is slower than the speed of policy development, which in turn lags behind technological development: it may well be that newsrooms have updated, added or advanced internal policies since these papers were published. It would be valuable for policies to include more detail on algorithms and systems in addition to outputs, and to lay out considerations for working with third-party tools.\n<ul class=\"wp-block-list\">\n<li>In particular, guidelines for procurement are rarely addressed, even though the tools\u2019 underlying algorithms may subtly influence media organizations\u2019 editorial decisions.<sup data-fn=\"aae9fb0d-27e2-4b36-8e68-43cb237d3cef\" class=\"fn\"><a href=\"#aae9fb0d-27e2-4b36-8e68-43cb237d3cef\" id=\"aae9fb0d-27e2-4b36-8e68-43cb237d3cef-link\">5<\/a><\/sup>&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>When developing guidelines for the use of new technologies, it is essential to include people with different personal and professional backgrounds to ensure guidelines address a broad range of use cases and impacts.<\/li>\n<\/ul>\n<\/div>\n<\/details>\n<\/div>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:30px\" aria-hidden=\"true\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Newsroom and professional guidance about the use of AI are not yet ubiquitous. As of late 2024, about 80% of the 221 Global South journalists surveyed by Thomson Reuters Foundation said their newsrooms have no AI policy.<sup data-fn=\"dd9b767c-3230-4cac-801e-06ef89920b2a\" class=\"fn\"><a href=\"#dd9b767c-3230-4cac-801e-06ef89920b2a\" id=\"dd9b767c-3230-4cac-801e-06ef89920b2a-link\">6<\/a><\/sup> This number has almost certainly changed since then. However, what remains relevant is the barriers to developing and implementing policies identified here and in additional studies from around the world \u2014 including Germany, Greece, the Netherlands and Kenya.<sup data-fn=\"c4973b1d-bbdd-4263-9ec7-73162ad7002c\" class=\"fn\"><a href=\"#c4973b1d-bbdd-4263-9ec7-73162ad7002c\" id=\"c4973b1d-bbdd-4263-9ec7-73162ad7002c-link\">7<\/a><\/sup> Barriers include a lack of access to technical expertise, difficulty in getting input and buy-in across organizations, the speed of technological change, the absence of regulatory frameworks in some places and the difficulty of complying with existing regulation in others. All the same, across contexts, journalists express the desire for guidelines and oversight.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The newsrooms that do have AI policies share a similar approach, prioritizing transparency about the use of AI, human supervision of AI tools and human verification of outputs.<sup data-fn=\"4bf08ab1-6b1b-4fe0-af94-2679df800b8b\" class=\"fn\"><a href=\"#4bf08ab1-6b1b-4fe0-af94-2679df800b8b\" id=\"4bf08ab1-6b1b-4fe0-af94-2679df800b8b-link\">8<\/a><\/sup> However, few of these guidelines operationalize these priorities concretely or include clear oversight mechanisms. For example, some guidelines reference \u201cproper\u201d or \u201cappropriate\u201d uses without defining these terms. To date, three peer-reviewed papers explore newsroom policies, stylebooks and standards on the use of AI tools in journalism.<sup data-fn=\"2c169317-0d46-4568-80f4-d2ad79b7c7b4\" class=\"fn\"><a href=\"#2c169317-0d46-4568-80f4-d2ad79b7c7b4\" id=\"2c169317-0d46-4568-80f4-d2ad79b7c7b4-link\">9<\/a><\/sup> Between them, these papers included 97 distinct policies from the European Union, Latin America as a region and 22 individual countries.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These researchers also find that newsroom AI policies are ill equipped to address subtle biases that may be built into third-party tools. The guidelines focus more on AI outputs than on the systems themselves,<sup data-fn=\"9ca77d14-ffe1-4169-8641-73036c1fdb88\" class=\"fn\"><a href=\"#9ca77d14-ffe1-4169-8641-73036c1fdb88\" id=\"9ca77d14-ffe1-4169-8641-73036c1fdb88-link\">10<\/a><\/sup> are more concerned with generative than analytic AI<sup data-fn=\"ce35cd44-ebb3-4186-a512-82d689a8ed87\" class=\"fn\"><a href=\"#ce35cd44-ebb3-4186-a512-82d689a8ed87\" id=\"ce35cd44-ebb3-4186-a512-82d689a8ed87-link\">11<\/a><\/sup> and rarely, if ever, provide practical guidance for working with third-party technologies.<sup data-fn=\"43ba1383-be7a-45fe-b1b8-746ea0960a0e\" class=\"fn\"><a href=\"#43ba1383-be7a-45fe-b1b8-746ea0960a0e\" id=\"43ba1383-be7a-45fe-b1b8-746ea0960a0e-link\">12<\/a><\/sup> For example, as outlined in the working group\u2019s <a href=\"https:\/\/cnti.org\/reports\/ai-transcription-and-translation-in-journalism\/\">Transcription and Translation briefing<\/a>, AI translation tools can introduce biases that may be difficult for non-experts to detect \u2014 like assuming doctors are men and nurses are women. These types of subtle biases exist beyond translation. By not addressing these concerns, newsroom AI policies fail to recognize that AI tools can harm journalistic integrity \u2014 and potentially journalistic independence \u2014 in ways that are difficult to detect.&nbsp;<sup data-fn=\"b75f0e6d-18c1-46a4-9c9e-f0aec84ad298\" class=\"fn\"><a href=\"#b75f0e6d-18c1-46a4-9c9e-f0aec84ad298\" id=\"b75f0e6d-18c1-46a4-9c9e-f0aec84ad298-link\">13<\/a><\/sup><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In particular, few policies have clearly articulated when relying on third-party tools is appropriate and inappropriate. In theory, these concerns can be addressed through organizational procurement policies and guidelines that clearly identify the risks of different uses, particularly regarding data privacy and confidentiality. Concerns include the possibility that technology companies become indirectly involved in the newsroom, specifically, in the development of content.<sup data-fn=\"919948f3-d740-44cc-9f12-d6d2b4b6dba0\" class=\"fn\"><a href=\"#919948f3-d740-44cc-9f12-d6d2b4b6dba0\" id=\"919948f3-d740-44cc-9f12-d6d2b4b6dba0-link\">14<\/a><\/sup> The major AI developers are primarily platform companies \u2014 including Google, Microsoft and Amazon<sup data-fn=\"20ea9d5d-a869-4ef4-8d2b-5e40fed852d5\" class=\"fn\"><a href=\"#20ea9d5d-a869-4ef4-8d2b-5e40fed852d5\" id=\"20ea9d5d-a869-4ef4-8d2b-5e40fed852d5-link\">15<\/a><\/sup> \u2014 and newsrooms have long been at least somewhat dependent on them for distribution. Interviews with newsworkers suggest AI adoption is increasing dependence on platform companies, especially on the news production side.<sup data-fn=\"49cc850b-b80f-4182-a6b0-1a2a8f010ae6\" class=\"fn\"><a href=\"#49cc850b-b80f-4182-a6b0-1a2a8f010ae6\" id=\"49cc850b-b80f-4182-a6b0-1a2a8f010ae6-link\">16<\/a><\/sup> These concerns may be exacerbated in the Global South, because nearly all the early newsroom AI policies come from the Global North, while later policies borrow from them without necessarily addressing context-specific concerns,<sup data-fn=\"1fa4cdf7-6ad3-41c4-af08-cbae472b0bb6\" class=\"fn\"><a href=\"#1fa4cdf7-6ad3-41c4-af08-cbae472b0bb6\" id=\"1fa4cdf7-6ad3-41c4-af08-cbae472b0bb6-link\">17<\/a><\/sup> such as transcription quality issues.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Procurement is an area where there has been little research to date. A 2025 study that considered 16 AI tools\u2019 terms of service alongside interviews with decision-makers in newsrooms identified an ongoing challenge; most contracts granted developers the right to change the terms of service and the conditions without notice.<sup data-fn=\"5bc31c0c-c186-47af-b981-627e1a4247d3\" class=\"fn\"><a href=\"#5bc31c0c-c186-47af-b981-627e1a4247d3\" id=\"5bc31c0c-c186-47af-b981-627e1a4247d3-link\">18<\/a><\/sup> This study also highlighted relative asymmetries between news organizations and AI developers as a barrier to managing risk contractually, a concern which may not even rise to awareness among individual journalists. While proprietary and local tools may have lower (or at least more customizable) risks than off-the-shelf ones, only a small number of the largest and wealthiest news organizations can practically build their own tools. (One promising recent conference paper explored how collaboratively governed and built LLMs could support the journalism field and address precisely this problem \u2014 but much more work is needed in this area.<sup data-fn=\"342b03c7-1222-4c1b-a1aa-7ef3eb3ca334\" class=\"fn\"><a href=\"#342b03c7-1222-4c1b-a1aa-7ef3eb3ca334\" id=\"342b03c7-1222-4c1b-a1aa-7ef3eb3ca334-link\">19<\/a><\/sup>)<\/p>\n\n\n\n<div class=\"wp-block-group has-shade-4-background-color has-background is-layout-flow wp-block-group-is-layout-flow\" style=\"margin-bottom:var(--wp--preset--spacing--50);padding-top:var(--wp--preset--spacing--50);padding-right:var(--wp--preset--spacing--50);padding-bottom:var(--wp--preset--spacing--50);padding-left:var(--wp--preset--spacing--50)\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"h-global-perspectives\"><strong>Global perspectives<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Working group member Claudia B\u00e1ez shares her perspective:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;In my experience working with AI in Latin American newsrooms, there is a clear gap between having an AI policy &#8216;on paper&#8217; and making it widely accessible for everyone or democratizing it. While large legacy and digital organizations often create formal frameworks or transparency statements, these documents are rarely integrated into the newsroom&#8217;s daily workflow. As a result, journalists use AI frequently without oversight. They work with the organization&#8217;s information using personal AI tools, sometimes free versions that offer no meaningful data protection and could accidentally make sensitive company information public. Then the &#8216;human-in-the-loop&#8217; is retained as a concept rather than as a practical safety measure.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"margin-bottom:0px\">&#8220;The <a href=\"https:\/\/www.linkedin.com\/pulse\/la-falsa-superioridad-moral-el-caso-del-diario-espectador-b%C3%A1ez-9lxne\/\">recent crisis<\/a> at <em>El Espectador<\/em> in Colombia, where AI-generated misinformation went unnoticed for months, underscores the risks of this oversight gap. These examples speak to the importance of ensuring that policy development does not only live on paper but includes active connections to and evaluation of practices. One promising example comes from <em>La Silla Rota<\/em>, a Mexican legacy media organization, which has created an internal AI policy tool for its team. This simple custom GPT is shared with the newsroom to answer journalists&#8217; questions about when to use AI and when not to. practitioners, AI technologists and development policy actors.\u201d<\/p>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier guidelines addressing other new technologies in the newsroom \u2014 such as photo editing and social media \u2014 provide some useful parallels. As with AI policies, these policies typically start by articulating what journalism <em>is <\/em>and <em>should be<\/em> before highlighting how technology can support it and what uses are unacceptable. Like AI policies, photo policies did not always operationalize their values clearly; journalists and editors might disagree about what constitutes \u201cexcessive\u201d retouching.<sup data-fn=\"fe6d54bb-9038-4a80-836f-06b83b20c732\" class=\"fn\"><a href=\"#fe6d54bb-9038-4a80-836f-06b83b20c732\" id=\"fe6d54bb-9038-4a80-836f-06b83b20c732-link\">20<\/a><\/sup><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also common for social media policies to emphasize that journalists\u2019 social media use must be consistent with existing journalistic values, ethics and procedures \u2014 including transparency and verification.<sup data-fn=\"26c0f521-0c83-4590-983c-bd0187890105\" class=\"fn\"><a href=\"#26c0f521-0c83-4590-983c-bd0187890105\" id=\"26c0f521-0c83-4590-983c-bd0187890105-link\">21<\/a><\/sup> Several researchers have also found that social media policies often protect news organizations \u2014 sometimes at the expense of individual journalists.<sup data-fn=\"4e03c193-ccfe-4795-b8bd-5a020f2f81de\" class=\"fn\"><a href=\"#4e03c193-ccfe-4795-b8bd-5a020f2f81de\" id=\"4e03c193-ccfe-4795-b8bd-5a020f2f81de-link\">22<\/a><\/sup> Several studies of social media policies have found that differences in lived experience between editors developing the policies and reporters following them likely contributed to gaps in policies. In general, research analyses of various newsroom policies have concluded that including more stakeholders with varying job responsibilities and life experiences contributes to stronger policies.<sup data-fn=\"5b6b54d1-0f16-41bd-aef4-ed3e33ea3a20\" class=\"fn\"><a href=\"#5b6b54d1-0f16-41bd-aef4-ed3e33ea3a20\" id=\"5b6b54d1-0f16-41bd-aef4-ed3e33ea3a20-link\">23<\/a><\/sup> A study that analyzed journalists\u2019 tweets found that even when social media policies restrict their speech, journalists generally follow them.<sup data-fn=\"7329fb07-7389-4d66-a131-e861306d2d87\" class=\"fn\"><a href=\"#7329fb07-7389-4d66-a131-e861306d2d87\" id=\"7329fb07-7389-4d66-a131-e861306d2d87-link\">24<\/a><\/sup> Both the value of including more stakeholders and journalists\u2019 general willingness to follow organizational policies are also likely to apply to AI policies.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"h-where-more-research-would-be-helpful\">Where More Research Would Be Helpful<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>More research is needed on newsroom policies outside of the EU. There is some research, but much of it relies on data collected before the public release of ChatGPT and thus the widespread use of generative AI tools.<\/li>\n\n\n\n<li>There is also very little research on procurement, platform dependency, or relationships between newsrooms and technology companies outside the European context.&nbsp;<\/li>\n\n\n\n<li>As technology and its use matures in news organizations, there is a need for more empirical and descriptive research, in addition to the early theoretical work.<\/li>\n\n\n\n<li>There is a lack of specific guidance for journalists and media organizations, especially regarding the use of third-party tools that may not be transparent.
