{"id":11347,"date":"2026-04-30T13:16:19","date_gmt":"2026-04-30T17:16:19","guid":{"rendered":"https:\/\/cnti.org\/cnti-news\/\/"},"modified":"2026-06-22T09:25:30","modified_gmt":"2026-06-22T13:25:30","slug":"press-freedom-in-iran","status":"publish","type":"post","link":"https:\/\/cnti.org\/briefing\/press-freedom-in-iran\/","title":{"rendered":"Internet Shutdowns, Press Freedom and the Global Information Crisis: Iran as a Case Study"},"content":{"rendered":"\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-8f761849 wp-block-group-is-layout-flex\">\n<p class=\"wp-block-paragraph\">On the occasion of World Press Freedom Day, press freedom, which has been declining worldwide and across government structures for more than a decade, worsened in 2025, with no sign of changing course so far in 2026. Closely tied to these trends is a 15-year <a href=\"https:\/\/freedomhouse.org\/report\/freedom-net\/2025\/uncertain-future-global-internet#:~:text=Global%20internet%20freedom%20declined%20for%20the%2015th%20consecutive%20year%20in,in%20constraints%20on%20digital%20expression.\">decline in internet freedom<\/a>, as both authoritarian regimes \u2014 as well as a number of democracies \u2014 have been increasing their control over digital spaces (see our <a href=\"https:\/\/cnti.org\/resource\/aggregated-country-data\/\">aggregated data resource<\/a>). Press freedom and internet freedom are interconnected. For example, <a href=\"https:\/\/www.hrw.org\/news\/2022\/10\/14\/turkey-dangerous-dystopian-new-legal-amendments#:~:text=Turkey's%20parliament%20passed%20a%20new%20censorship%20law,video%20and%20audio%20messaging%20and%20calling%20services\">journalists<\/a> who use online environments to bypass conventional press censorship are being <a href=\"https:\/\/www.hrw.org\/news\/2022\/10\/14\/turkey-dangerous-dystopian-new-legal-amendments#:~:text=Turkey's%20parliament%20passed%20a%20new%20censorship%20law,video%20and%20audio%20messaging%20and%20calling%20services\">prosecuted<\/a>; <a href=\"https:\/\/confidencial.digital\/english\/nicaraguan-government-blocks-independent-medias-use-of-ni-domains\/\">independent media\u2019s access<\/a> to country-specific domains is being blocked; and <a href=\"https:\/\/www.voanews.com\/a\/china-s-vpn-usage-nearly-doubles-amid-internet-censorship\/7488465.html\">certain websites and social media platforms<\/a> are being filtered by governments.&nbsp;<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:26px\" aria-hidden=\"true\"><\/div>\n\n\n\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-8f761849 wp-block-group-is-layout-flex\">\n<p class=\"wp-block-paragraph\">Against this backdrop, Iran emerges as a prominent example of decline in both internet and press freedoms. It serves as both a distinctive case marked by its own intricate challenges as a country and a microcosm of the global threats to press and internet freedom. As of April 29, 2026, Iran has been offline for 61 days: \u201cthe longest sustained nation-scale internet blackout \u2026 tracked in a highly connected society.\u201d Going far beyond mere technical disruption, this is a collapse of the information environment, unfolding in the context of a war \u2014 though active hostilities have since temporarily eased \u2014 and violating the <a href=\"https:\/\/www.brookings.edu\/articles\/the-internet-as-a-human-right\/\">fundamental right to access the internet<\/a>.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:19px\" aria-hidden=\"true\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-full is-resized is-style-full\"><img loading=\"lazy\" decoding=\"async\" width=\"501\" height=\"512\" src=\"https:\/\/cnti.org\/wp-content\/uploads\/2026\/04\/unnamed-5.png\" alt=\"\" class=\"wp-image-11382\" style=\"aspect-ratio:0.9785192411060899;width:768px;height:auto\" srcset=\"https:\/\/cnti.org\/wp-content\/uploads\/2026\/04\/unnamed-5.png 501w, https:\/\/cnti.org\/wp-content\/uploads\/2026\/04\/unnamed-5-294x300.png 294w\" sizes=\"auto, (max-width: 501px) 100vw, 501px\" \/><figcaption class=\"wp-element-caption\">Screenshot from NetBlocks tracking the duration of Iran&#8217;s internet blackout as of April 29, 2026.<\/figcaption><\/figure>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:20px\" aria-hidden=\"true\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family\" id=\"h-collapse-of-information-access-inside-iran\">Collapse of information access inside Iran<\/h4>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:26px\" aria-hidden=\"true\"><\/div>\n\n\n\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-8f761849 wp-block-group-is-layout-flex\">\n<p class=\"wp-block-paragraph\">Journalism and internet access have been subject to the Iranian state\u2019s severe control since the <a href=\"https:\/\/iranprimer.usip.org\/resource\/green-movement\">Iranian Green Movement<\/a> in 2009. Since then, authorities have turned internet shutdowns into a routine practice during political crises, such as during the <a href=\"https:\/\/www.reuters.com\/article\/us-iranprotests-specialreport-idUSKBN1YR0QR\/\">deadly 2019 Iranian protests<\/a> and the June 2025 Iran-Israel conflict. During an internet blackout amid the <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c5y5rldz897o\">2026 January protests<\/a>, a <a href=\"https:\/\/www.amnesty.org\/en\/latest\/campaigns\/2026\/01\/what-happened-at-the-protests-in-iran\/\">reported 7,000 people were massacred<\/a>, <a href=\"https:\/\/www.hra-iran.org\/unprecedented-mass-killing-in-iran-hrana-reports-6872-deaths-verified-11280-cases-under-investigation-50000-arrested-as-ngos-battle-to-quantify-scale-of-crackdown\/\">with over 11,000 additional deaths under investigation.<\/a>&nbsp;<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:26px\" aria-hidden=\"true\"><\/div>\n\n\n\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-8f761849 wp-block-group-is-layout-flex\">\n<p class=\"wp-block-paragraph\">The February 2026 blackout was deemed \u201cnear total\u201d because online activity is restricted to domestic domains via the <a href=\"https:\/\/www.chathamhouse.org\/2026\/01\/irans-internet-shutdown-signals-new-stage-digital-isolation\">National Information Network (NIN)<\/a>, the state\u2019s localized internet project, forcing users to rely on unconventional methods to connect to the global internet. Traditional bypass methods such as conventional VPNs are largely ineffective, and emerging tools like <a href=\"https:\/\/www.techpolicy.press\/what-irans-internet-shutdown-reveals-about-starlink\/\">satellite services<\/a> and <a href=\"https:\/\/www.indexoncensorship.org\/2026\/03\/offline-by-decree-irans-war-on-the-internet\/\">underground networks<\/a> are often scarce or expensive. The legal landscape is also becoming more punitive: <a href=\"https:\/\/www.rferl.org\/a\/iran-vpn-banned-internet-restrictions\/32832544.html\">VPNs were outlawed<\/a> in 2024 and the <a href=\"https:\/\/www.nytimes.com\/2026\/01\/13\/technology\/iran-starlink-elon-musk.html#:~:text=The%20Iranian%20authorities%20have%20chafed,program%20for%20early%2Dcareer%20journalists.\">possession or distribution of Starlink was declared illegal in October 2025<\/a>.&nbsp;Beyond the profound disruption to daily life, Iran\u2019s internet restrictions also result in <a href=\"https:\/\/www.ifj.org\/media-centre\/news\/detail\/article\/iran-internet-blackouts-hinder-reporting-amid-nationwide-protests\">severe limitations on newsgathering and reporting<\/a>. Reporters who do not <a href=\"https:\/\/rsf.org\/en\/war-iran-journalism-crisis-access-information-restricted-and-reporters-work-amid-bombs#:~:text=In%20addition%20to%20airstrikes%20and,who%20left%20Tehran%20told%20RSF.\">\u201cecho the government\u2019s narrative\u201d<\/a> are often forced to use <a href=\"https:\/\/www.article19.org\/resources\/iran-national-messenger-apps-are-the-new-hallmark-of-internet-nationalisation\/#:~:text=They%20pose%20severe%20privacy%20and,data%20seems%20to%20be%20accessed.\">unsecure, state-monitored domestic messaging apps<\/a>. Authorities use \u201c<a href=\"https:\/\/www.techpolicy.press\/what-digital-isolation-and-censorship-evasion-look-like-in-wartime-iran\/\">layered censorship\u201d<\/a> tactics to block the general public and \u201cwhitelist\u201d specific individuals by distributing <a href=\"https:\/\/www.rferl.org\/a\/iran-internet-censorship-x-twitter-vpn\/33602370.html\">\u201cwhite SIM cards.\u201d<\/a> By law, certain professions, such as Iranian businesses, academics and journalists working for state-approved outlets, <a href=\"https:\/\/www.rferl.org\/a\/iran-internet-censorship-x-twitter-vpn\/33602370.html\">are eligible for this unrestricted access<\/a>. In practice, however, these privileges are extended to hard-line politicians and lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This leads to a major digital divide and unequal access to information: pro-government actors shape narratives while others are censored, and ordinary people must pay high costs just to stay connected.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:20px\" aria-hidden=\"true\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family\" id=\"h-a-growing-global-information-vacuum-nbsp\"><strong>A growing global information vacuum&nbsp;<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Such disruptions to the information flow extend beyond local borders. In 2009, Iran <a href=\"https:\/\/www.theguardian.com\/media\/2009\/jun\/16\/foreign-journalists-banned-streets-iran\">enforced a ban on all foreign media journalists<\/a>, preventing them from \u201creporting from the streets.\u201d Since then, reporting from Iran has faced significant obstacles such as the <a href=\"https:\/\/www.washingtonpost.com\/washington-post-live\/2024\/07\/22\/jason-rezaian-freedom-10-years-since-imprisonment-global-press-freedom\/\">imprisonment of journalists from major Western newsrooms<\/a>, which has made many international outlets <a href=\"https:\/\/www.niemanlab.org\/2026\/03\/irans-divided-media-landscape-makes-getting-information-during-wartime-even-harder\/#:~:text=Diaspora%20media%20organizations%2C%20which%20operate,the%20U.S.%20to%20the%20public.\">hesitant to maintain a physical presence in the country<\/a>. As a result, foreign media coverage is rare, though there have been some notable <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/14\/cnn-frederik-pleitgen-journalist-iran\">exceptions<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given the lack of a reliable, secure internet connection between Iran and the rest of the world, it is increasingly difficult to verify stories, complicating international news media coverage of Iran.<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:20px\" aria-hidden=\"true\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family\" id=\"h-misinformation-disinformation-and-ai-generated-images\"><strong>Misinformation, disinformation and AI-generated images<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"h-\">The closed internet system paves the way for a flood of misinformation, disinformation and broad uncertainty about the realities in and outside Iran. These efforts include a surge of AI-generated content \u2014 what experts call <a href=\"https:\/\/www.techpolicy.press\/how-ai-content-detection-is-being-weaponized-in-the-iran-war\/\">the first conflict in which synthetic visuals dominate<\/a> \u2014 making it easy to produce dramatic but fake war footage. There are also <a href=\"https:\/\/www.bbc.com\/news\/articles\/ckg8wvz427vo\">fake and\/or edited satellite images<\/a> claiming damage to military bases and <a href=\"https:\/\/www.euronews.com\/next\/2026\/03\/30\/how-misinformation-and-ai-deepfakes-on-social-media-are-reshaping-the-iran-war\">deepfakes of political leaders<\/a> used for propaganda. This content <a href=\"https:\/\/www.nytimes.com\/2026\/03\/28\/business\/iran-propaganda-war-ai.html\">spreads through coordinated networks<\/a> linked to Iranian state actors and amplified by certain global media actors, such as Russian and Chinese media, and bots to push specific narratives. At the same time, platform monetization structures \u2014 particularly on X \u2014 <a href=\"https:\/\/www.bbc.com\/news\/articles\/ckg8wvz427vo\">create incentives for the mass production of viral misinformation<\/a>, while verification mechanisms, including AI chatbots, often misclassify fabricated content as authentic. To make matters worse, emerging tactics like <a href=\"https:\/\/www.techpolicy.press\/how-ai-content-detection-is-being-weaponized-in-the-iran-war\/\">\u201cforensic cosplay\u201d<\/a> deploy pseudo-technical analyses to discredit genuine documentation of civilian harm, enabling the denial of real-world violence. In addition to Iran\u2019s actions, governments and regulatory bodies in both Israel and the U.S. have implemented measures to manage narratives, restrict sensitive data and penalize reporting deemed unfavorable or dangerous to national interests, thereby undermining the media\u2019s ability to report freely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Israel, information control <a href=\"https:\/\/www.cjr.org\/feature\/israeli-military-censor-unit-idf-intelligence-corps.php\">has long been formalized<\/a> through a legal system of military censorship backed by police enforcement, with <a href=\"https:\/\/www.cnn.com\/2026\/03\/06\/media\/israel-iran-war-media-censor-journalism\">reporters barred from publishing material deemed a security <\/a>risk. Itamar Ben-Gvir, the Minister of National Security, has pledged \u201czero tolerance\u201d for media violations, prompting investigations and detentions of journalists, including the <a href=\"https:\/\/cpj.org\/2026\/03\/press-freedom-violations-in-the-middle-east-during-the-iran-war\/\">obstruction of Ahmad Darawsheh<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the U.S., FCC Chairman Brendan Carr has <a href=\"https:\/\/www.npr.org\/2026\/03\/16\/nx-s1-5748570\/fcc-chair-threatens-broadcasters-licenses-over-negative-coverage-of-the-war-in-iran\">threatened to revoke broadcasters\u2019 licenses<\/a> for coverage of the Iran war, <a href=\"https:\/\/www.nytimes.com\/2026\/03\/14\/world\/middleeast\/fcc-broadcasters-iran-war.html\">drawing criticism from free speech advocates<\/a>. Pressure on the media has also intensified after U.S. Defense Secretary Pete Hegseth <a href=\"https:\/\/www.cnn.com\/2026\/03\/04\/media\/iran-war-pentagon-press-briefings-hegseth\">restricted press access<\/a> in the Pentagon. The Intercept reported that the <a href=\"https:\/\/theintercept.com\/2026\/04\/01\/iran-war-us-casualty-numbers-trump-hegseth\/\">U.S. Central Command downplayed troop casualties<\/a> and President Trump suggested that outlets spreading what he calls \u201cfake news\u201d could <a href=\"https:\/\/www.cnn.com\/2026\/03\/17\/politics\/fact-check-trump-iran-war\">face treason charges.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the conflict expands to neighboring nations, so does information control. The <a href=\"https:\/\/cpj.org\/2026\/03\/press-freedom-violations-in-the-middle-east-during-the-iran-war\/\">CPJ has documented<\/a> a long list of violations of press freedom, including but not limited to nine journalists killed since the war began and at least nine media outlets damaged as a result of airstrikes. Stringent regulations have also been implemented in nations such as Iraq, Jordan and the UAE. In Kuwait, for instance, authorities arrested Kuwaiti-American journalist Ahmed Shihab-Eldin. He faces charges of \u201c<a href=\"https:\/\/cpj.org\/2026\/04\/cpj-calls-on-kuwait-to-release-us-kuwaiti-journalist-ahmed-shihab-eldin\/\">misusing his mobile phone, harming national security and spreading false information.<\/a>\u201d<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:19px\" aria-hidden=\"true\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/cnti.org\/wp-content\/uploads\/2026\/04\/Donald-Trump-2-1024x683.jpg\" alt=\"\" class=\"wp-image-11383\" srcset=\"https:\/\/cnti.org\/wp-content\/uploads\/2026\/04\/Donald-Trump-2-1024x683.jpg 1024w, https:\/\/cnti.org\/wp-content\/uploads\/2026\/04\/Donald-Trump-2-300x200.jpg 300w, https:\/\/cnti.org\/wp-content\/uploads\/2026\/04\/Donald-Trump-2-768x512.jpg 768w, https:\/\/cnti.org\/wp-content\/uploads\/2026\/04\/Donald-Trump-2.jpg 1080w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Official White House Photo by Shealah Craighead<\/figcaption><\/figure>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:20px\" aria-hidden=\"true\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family\" id=\"h-what-to-do-now\"><strong>What to do now?<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In 2025 alone, <a href=\"https:\/\/www.accessnow.org\/wp-content\/uploads\/2026\/03\/KeepItOn-Internet-Shutdowns-2025-Annual-Report.pdf\">at least 313 internet shutdowns<\/a> were recorded across 52 nations (<a href=\"https:\/\/cnti.org\/issue-primers\/protecting-an-open-internet\/\">Our&nbsp;newly updated issue primer on the open internet covers the topic in more detail<\/a>). Therefore, press freedom has never been less separable from internet access. When connectivity is restricted, journalism is constrained, information flows collapse and both national and global audiences are left navigating a distorted information ecosystem. The path forward in formulating solutions to internet shutdowns and threats to press freedom is threefold.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Bypassing digital isolation with technology. <\/em><\/strong>Traditional censorship workarounds like VPNs are <a href=\"https:\/\/www.techradar.com\/vpn\/vpn-privacy-security\/irans-internet-shutdown-proves-we-need-to-go-beyond-starlink-and-vpns-this-could-this-be-the-solution\">increasingly limited<\/a> by infrastructure shutdowns and app whitelisting, while satellite options remain costly and detectable.
