As the global news industry largely continues to face financial struggles, governments have responded with a range of policy initiatives to provide economic support to commercial, public and local news media. Among these, recent media bargaining legislation in Australia and Canada has become the starting point for policy debates in many parts of the world. These policy debates bring several challenges to light, including tensions between the news as a public good versus a market product, the role of public policy in compensating for market forces and the risk of increasing media dependence on, and undue influence from, governments and platforms. Policy aiming to support the economic sustainability of news media cannot be one-size-fits-all; it must be context-sensitive and protect media independence, free expression and an open internet.<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:32px\" aria-hidden=\"true\"><\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"TheIssue\" style=\"text-transform:capitalize\">The Issue<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For decades, the commercial business model of bundled news with embedded advertising generated high&nbsp;<a href=\"https:\/\/www.pewresearch.org\/journalism\/fact-sheet\/newspapers\/\" target=\"_blank\" rel=\"noreferrer noopener\">profitability<\/a>&nbsp;for publishers. The internet gave rise to new structures for news consumption as well as new and more targeted ways for advertisers to reach people. As the digital landscape evolved and more of the public moved online, the traditional news business model became obsolete and the news industry plunged into financial&nbsp;<a href=\"https:\/\/www.pewresearch.org\/journalism\/fact-sheet\/newspapers\/\" target=\"_blank\" rel=\"noreferrer noopener\">crisis<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Simultaneously, the role of news publishers began to change, particularly when it came to distribution of news. While the advent of digital platforms (primarily social media and search engines) broadened news publishers\u2019 access to potential audiences, it also left publishers more&nbsp;<a href=\"https:\/\/global.oup.com\/academic\/product\/the-power-of-platforms-9780190908867?cc=gb&amp;lang=en&amp;\" target=\"_blank\" rel=\"noreferrer noopener\">dependent<\/a>&nbsp;on these intermediaries.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid these changes, the news industry has made efforts to develop new business&nbsp;<a href=\"https:\/\/newsq.net\/2020\/04\/09\/can-improving-algorithms-in-fact-improve-news-quality\" target=\"_blank\" rel=\"noreferrer noopener\">models<\/a> such as building digital subscribers, donations, grants, membership events and other means of funding. While there have been some successes, the news industry has not been able to generate the levels of revenue it had previously enjoyed. Because news is critical to functioning democracies, governments and civil society have responded to economic challenges in the news industry with a range of policy initiatives aimed at providing financial support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When it comes to commercial news media, a range of proposals to provide financial support exist, but most notable are recent media bargaining legislation in Australia and Canada, which have inspired policy debates in many parts of the world. Earlier attempts to provide financial support for news were often based on copyright law, but these policies are based on competition (antitrust) law, requiring digital platforms to negotiate payment to news publishers on the grounds that platforms have financially benefited from digital advertising by providing links to publisher content without due compensation. Other efforts, such as in the&nbsp;<a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/673\" target=\"_blank\" rel=\"noreferrer noopener\">U.S.<\/a>, aim to create exemptions to antitrust law to bring technology companies to the bargaining table.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to some of this legislation, technology companies such as&nbsp;<a href=\"https:\/\/www.cjr.org\/the_media_today\/meta_google_threats_news_canada_california.php\" target=\"_blank\" rel=\"noreferrer noopener\">Meta<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.cnet.com\/tech\/services-and-software\/google-facebook-to-restrict-canadian-news-what-to-know-and-how-to-find-news-in-canada\/\" target=\"_blank\" rel=\"noreferrer noopener\">Google<\/a> have&nbsp;<a href=\"https:\/\/www.ft.com\/content\/8ebb8854-426b-46f8-9c5c-b8f988c298f7\" target=\"_blank\" rel=\"noreferrer noopener\">begun<\/a>&nbsp;to shift&nbsp;<a href=\"https:\/\/www.axios.com\/2022\/07\/28\/meta-publishers-news-funding-cut\" target=\"_blank\" rel=\"noreferrer noopener\">away<\/a>&nbsp;from&nbsp;<a href=\"https:\/\/edition.cnn.com\/2023\/08\/17\/media\/facebook-referral-traffic-reliable-sources\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">news<\/a>&nbsp;altogether, calling the legislation&nbsp;<a href=\"https:\/\/blog.google\/products\/news\/google-news-regulation\/\" target=\"_blank\" rel=\"noreferrer noopener\">unworkable<\/a>&nbsp;for a number of reasons, including concerns over their own financial liabilities. This shift away from news would almost certainly&nbsp;<a href=\"https:\/\/www.niemanlab.org\/2023\/08\/canada-will-remove-legit-news-from-facebook-and-instagram-but-may-leave-the-least-reputable-stuff-behind\/\" target=\"_blank\" rel=\"noreferrer noopener\">harm<\/a>&nbsp;publishers\u2019 (and particularly&nbsp;<a href=\"https:\/\/www.nber.org\/papers\/w28746\" target=\"_blank\" rel=\"noreferrer noopener\">smaller<\/a>&nbsp;publishers\u2019) ability to reach audiences and inhibit the public\u2019s ability to access legitimate news sources and information.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are also ongoing policy debates surrounding what is perhaps the most&nbsp;<a href=\"https:\/\/www.ofcom.org.uk\/research-and-data\/multi-sector-research\/cmr\/the-communications-market-2022\/communications-market-report-2022-interactive-data\" target=\"_blank\" rel=\"noreferrer noopener\">substantial<\/a> form of direct government intervention in the news industry: support for&nbsp;<a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/digital-news-report\/2023\/importance-public-service-media-individuals-society\" target=\"_blank\" rel=\"noreferrer noopener\">public service<\/a> media. In many democracies, public media sit at the center of the news ecosystem, making them key players in debates around public policy aimed at enabling independent, competitive journalism. However, public media also continue to face many of the same threats as the commercial news industry, including&nbsp;<a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/sites\/default\/files\/2019-09\/The_audience_of_public_service_news_FINAL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">challenges<\/a>&nbsp;with digital transitions, decades of budget cuts and, in some cases, political&nbsp;<a href=\"https:\/\/journals.sagepub.com\/doi\/full\/10.1177\/0267323121991334\" target=\"_blank\" rel=\"noreferrer noopener\">attacks<\/a>. As we address later in this primer, policy discussions surrounding public versus commercial news media support are often siloed or considered at odds with one another (despite little to no&nbsp;<a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/0267323120903688\" target=\"_blank\" rel=\"noreferrer noopener\">evidence<\/a>&nbsp;to date supporting the theory that public media support \u2018crowds out\u2019 or shrinks commercial news audiences).&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Attempts to regulate economic support for the news industry introduce difficult but critical questions about the balance between news as a public good versus a market product, the role of public or&nbsp;<\/strong><a href=\"https:\/\/revsonfoundation.org\/wp-content\/uploads\/2023\/07\/Revson_Prying_Open_the_Vault.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>local<\/strong><\/a><strong>&nbsp;media and freelance journalists in the news ecosystem, the tension between content neutrality and curbing mis- and disinformation, the challenge of making complex and proprietary platform infrastructures publicly governable and accountable, the potential implications of government involvement in news media revenue structures and the role of public policy in compensating for market forces (versus changing them) in the <\/strong><a href=\"https:\/\/www.cjr.org\/tow_center_reports\/a-new-paradigm-for-global-journalism-press-freedom-and-public-interest.php\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>public interest<\/strong><\/a><strong>.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is critical to address the economic sustainability of the news industry, which includes promoting a&nbsp;<a href=\"https:\/\/ec.europa.eu\/information_society\/newsroom\/image\/document\/2016-44\/reporterssansfrontiers_18792.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">pluralistic<\/a>,&nbsp;<a href=\"https:\/\/www.unesco.org\/en\/media-pluralism-diversity\/media-diversity?hub=748\" target=\"_blank\" rel=\"noreferrer noopener\">diverse<\/a>&nbsp;and innovative media ecosystem,&nbsp;<a href=\"https:\/\/knightfoundation.org\/articles\/local-news-most-trusted-in-keeping-americans-informed-about-their-communities\/\" target=\"_blank\" rel=\"noreferrer noopener\">local<\/a>&nbsp;and public news, and broader public&nbsp;<a href=\"https:\/\/www.nytimes.com\/2023\/06\/13\/opinion\/media-layoffs-journalism-internet.html\" target=\"_blank\" rel=\"noreferrer noopener\">access<\/a>&nbsp;to news. However, these multistakeholder conversations must be guided by evidence-based practices that reflect strengths and weaknesses of policy-driven news support, with an eye toward media independence, plurality and transparency.<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:32px\" aria-hidden=\"true\"><\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"WhatMakesItComplex\" style=\"text-transform:capitalize\">What Makes It Complex<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>These debates raise the broader question of whether, or to what extent, governments<em>&nbsp;can<\/em>&nbsp;and&nbsp;<em>should<\/em>&nbsp;save independent journalism from financial crisis.<\/strong> Democratic governments are obligated to protect fundamental rights, including the basic freedom to access and share information. However, protecting free expression alone is not<a href=\"https:\/\/www.cjr.org\/business_of_news\/saving-journalism-worldwide-interventions.php\" target=\"_blank\" rel=\"noreferrer noopener\"> enough<\/a>&nbsp;to sustain the news media. Strong legal protections of the press in countries like <a href=\"https:\/\/www.cjr.org\/special_report\/disrupting-journalism-how-platforms-have-upended-the-news-part-2.php\" target=\"_blank\" rel=\"noreferrer noopener\">South Africa<\/a>&nbsp;and the U.S. have not protected their news industries from financial struggles. Policymakers can help to enable an environment supportive of an independent, competitive press \u2013&nbsp;<em>if<\/em>&nbsp;they are willing to commit resources to these efforts, prioritize strong governance and protect editorial independence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Legislation must be sensitive to a country\u2019s&nbsp;<\/strong><a href=\"https:\/\/dspace.palermo.edu\/dspace\/bitstream\/handle\/10226\/2390\/supporting-media-viability-in-the-americas.pdf?sequence=1&amp;isAllowed=y\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>context<\/strong><\/a><strong>&nbsp;and media environment, which makes replicable or one-size-fits-all approaches ineffective.<\/strong> While early efforts to address the economic sustainability of news media can help inform approaches in other parts of the world, there are also lessons to be learned beyond these narrow (i.e., largely Global North) contexts.&nbsp;<a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000381146\" target=\"_blank\" rel=\"noreferrer noopener\">Approaches<\/a>&nbsp;to developing domestic policy must consider the specific country\u2019s media environment and history. For example, histories of governmental press control or low levels of institutional trust may influence some countries\u2019 approaches to or perceptions of government involvement in&nbsp;<a href=\"https:\/\/www.poynter.org\/commentary\/analysis\/2023\/news-publishers-declare-global-principles-for-bargaining-meta-google\/\" target=\"_blank\" rel=\"noreferrer noopener\">funding<\/a>&nbsp;or supporting news media. Other challenges, particularly for emerging democracies, may include less instructive experience, limited support and resources, weakened civil society, and government control of media associations or press councils that would shepherd such changes or existing legal structures (e.g., laws preventing tax revenue from going toward news media).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Holistic solutions for media sustainability may not be possible, or even preferred, but piecemeal responses may make it more difficult to create lasting solutions or to measure success.<\/strong> For instance, despite&nbsp;<a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/19401612211060255\" target=\"_blank\" rel=\"noreferrer noopener\">evidence<\/a>&nbsp;that countries with well-funded, independent public media consistently have stronger democratic outcomes, public media (as well as local media) are often dealt with in separate policy initiatives from commercial news media. Public service media are, in theory, meant to serve the whole public, meaning that \u2013 when truly independent \u2013 they can play a key role in providing free public access to information and making attempts to combat disinformation. Countries that address commercial media sustainability but do not address&nbsp;<a href=\"https:\/\/www.cjr.org\/special_report\/disrupting-journalism-how-platforms-have-upended-the-news-part-2.php\" target=\"_blank\" rel=\"noreferrer noopener\">public<\/a>&nbsp;or local media sustainability risk perpetuating existing inequalities in news access and diversity and continuing to serve audiences who are already better-served.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>If a primary concern driving legislation is to address news publishers\u2019 increased dependence on digital platforms, it is especially critical to ensure that legislation does not inadvertently create&nbsp;<em>more<\/em><\/strong>&nbsp;<a href=\"https:\/\/theconversation.com\/canadas-online-news-act-may-let-meta-and-google-decide-the-winners-and-losers-in-the-media-industry-208088\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>dependence<\/strong><\/a><strong>&nbsp;on, provide&nbsp;<em>more<\/em>&nbsp;power to or constrain scrutiny of these companies.<\/strong> Legislative policy that puts platforms in charge of negotiating with news organizations risks decisions made based on commercial interests. Further, if news publishers rely financially on payments from major technology companies, it would be reasonable to worry that publishers may not scrutinize these companies through news coverage as much as they would absent their financial relationships. There is also a question of how&nbsp;<a href=\"https:\/\/www.ourcommons.ca\/DocumentViewer\/en\/44-1\/CHPC\/meeting-44\/evidence\" target=\"_blank\" rel=\"noreferrer noopener\">sustainable<\/a>&nbsp;some policies may be if they create financial dependence on digital platforms that may or may not last, as digital habits and interests shift, both among the public and among platform companies who may simply choose to shift&nbsp;<a href=\"https:\/\/about.fb.com\/news\/2023\/06\/changes-to-news-availability-on-our-platforms-in-canada\/\" target=\"_blank\" rel=\"noreferrer noopener\">away<\/a>&nbsp;from news content at any time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong style=\"white-space: normal;\">It is important that these policy decisions do not&nbsp;<\/strong><a style=\"white-space: normal;\" href=\"https:\/\/www.cjr.org\/the_media_today\/canada_australia_platforms_news_law.php\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>jeopardize<\/strong><\/a><strong style=\"white-space: normal;\">&nbsp;media independence or introduce new opportunities for undue political influence on publishers.<\/strong>&nbsp;Legislation that puts governments in charge of determining who qualifies as a news organization and how news revenue is structured risks politically motivated decisions and loss of journalistic independence. These risks must be considered even in countries where the current government supports an independent news media, as ruling parties can \u2013 and indeed do \u2013 change, such as in&nbsp;<a href=\"https:\/\/freedomhouse.org\/country\/nicaragua\/freedom-net\/2022\" target=\"_blank\" rel=\"noreferrer noopener\">Nicaragua<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/rsf.org\/en\/serbia-rsf-urges-authorities-put-end-toxic-regulation-media\" target=\"_blank\" rel=\"noreferrer noopener\">Serbia<\/a>. Policymakers must consider the risks of&nbsp;<a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=4397263\" target=\"_blank\" rel=\"noreferrer noopener\">media capture<\/a>, including how to prevent political influence from determining which publishers succeed in the media market as well as how to ensure media plurality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It is unclear to what degree certain policies will actually bolster news reporting or support news innovation and a diverse, competitive news environment.<\/strong> Current policy approaches largely&nbsp;<a href=\"https:\/\/link.springer.com\/chapter\/10.1007\/978-3-030-95220-4_8\" target=\"_blank\" rel=\"noreferrer noopener\">benefit<\/a>&nbsp;legacy and large news publishers at the&nbsp;<a href=\"https:\/\/www.platformer.news\/p\/australias-bad-bargain-with-platforms\" target=\"_blank\" rel=\"noreferrer noopener\">expense<\/a> of&nbsp;<a href=\"https:\/\/techcrunch.com\/2021\/02\/25\/after-facebooks-news-flex-australia-passes-bargaining-code-for-platforms-and-publishers\/\" target=\"_blank\" rel=\"noreferrer noopener\">smaller<\/a>&nbsp;independent or local ones. The policies often lack full transparency, equal collective bargaining rights for smaller or independent publishers and other mechanisms that would ensure diverse distribution of funding. While policymakers in some&nbsp;<a href=\"https:\/\/www.niemanlab.org\/2022\/08\/canadas-online-news-act-shows-how-other-countries-are-learning-from-australias-news-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">countries<\/a>&nbsp;have attempted to resolve these issues by allowing for collective bargaining, these policies usually leave smaller or independent publishers and freelancers unequally served. These smaller, typically digital-first startups are often paving the way for news innovation, thus, policies that are destructive to these smaller independent publishers suppress the emergence of new business models which are essential to the success of the news industry as a whole. Further, even among those who agree that technology companies&nbsp;<em>should<\/em>&nbsp;pay for facilitating access to news on their platforms, there remains a lack of consensus over how or where that money should be spent by publishers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Content-neutral funding initiatives can undermine efforts to curb mis- and disinformation.<\/strong> Some media bargaining codes risk funding purveyors of&nbsp;<a href=\"https:\/\/www.canadaland.com\/colette-brin-qcjo-status\/\" target=\"_blank\" rel=\"noreferrer noopener\">disinformation<\/a>&nbsp;due to a) efforts to maintain neutrality in who qualifies for funding, and b) using publisher reach or traffic as a key criteria for bargaining structures. This challenge is exacerbated by the difficulty of defining or measuring news \u201cquality\u201d (see more discussion of this in a separate&nbsp;<a href=\"https:\/\/cnti.org\/article\/algorithms-quality-news\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue primer)<\/a>. It is critical that considerations of content neutrality in policy-driven economic support for news weigh the opportunities of promoting a diverse media environment against the threats of potentially incentivizing or directly funding disinformation or clickbait.<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:32px\" aria-hidden=\"true\"><\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"StateOfResearch\" style=\"text-transform:capitalize\">State of Research<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As CNTI notes in other&nbsp;<a href=\"https:\/\/cnti.org\/article\/algorithms-quality-news\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue primers<\/a>, a breadth of research in recent years has emphasized both the global news industry\u2019s continued struggle with the transition to a digital and mobile media environment and publishers\u2019 evolving&nbsp;<a href=\"https:\/\/global.oup.com\/academic\/product\/the-power-of-platforms-9780190908867?cc=us&amp;lang=en&amp;\" target=\"_blank\" rel=\"noreferrer noopener\">relationship<\/a>&nbsp;with, and&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/21670811.2022.2063150\" target=\"_blank\" rel=\"noreferrer noopener\">dependency<\/a>&nbsp;on, platform companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One segment of this research is specifically concentrated around policy-driven economic support for news. Much of this recent work centers on three key areas:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Systematic evidence of the impact of platforms (and platform changes) on&nbsp;<a href=\"https:\/\/www.nber.org\/papers\/w28746\" target=\"_blank\" rel=\"noreferrer noopener\">publishers<\/a> and the&nbsp;<a href=\"https:\/\/academic.oup.com\/jcmc\/article\/22\/5\/284\/4666430\" target=\"_blank\" rel=\"noreferrer noopener\">public<\/a>.<\/li>\n\n\n\n<li>Evaluations of existing cases of media sustainability legislation, including&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/17577632.2021.1963585\" target=\"_blank\" rel=\"noreferrer noopener\">Australia\u2019s<\/a> News Media Bargaining Code and&nbsp;<a href=\"https:\/\/techpolicy.unc.edu\/wp-content\/uploads\/2023\/06\/UNC_Tech_Policy_Future_Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Canada\u2019s<\/a>&nbsp;tax credits.<\/li>\n\n\n\n<li>Evaluations of a broader set of initiatives with the aim of supporting an independent, pluralistic news media environment, including funding public service media or local news publishers.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">It is clear across this work that no policy response addressing economic support for news is perfect. However, experts in this field have noted the&nbsp;<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1002\/poi3.284\" target=\"_blank\" rel=\"noreferrer noopener\">strengths<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000381146\" target=\"_blank\" rel=\"noreferrer noopener\">weaknesses<\/a>&nbsp;of various legislative efforts, consistently calling for measures of transparency and public accountability, the protection of editorial independence from undue commercial and political influence and the need to tailor solutions to a country\u2019s specific needs. Further, this work reflects the broad range of tested and broadly supported&nbsp;<a href=\"https:\/\/informationdemocracy.org\/wp-content\/uploads\/2021\/06\/ForumID_New-Deal-for-Journalism_16Jun21.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">policy<\/a>&nbsp;initiatives that exist outside of media bargaining codes, including those that promote media pluralism and support public or local media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As new policy initiatives aimed at media sustainability \u2013 and&nbsp;<a href=\"https:\/\/www.cbc.ca\/news\/politics\/google-canada-online-news-1.6892879\" target=\"_blank\" rel=\"noreferrer noopener\">responses<\/a>&nbsp;from major platform companies \u2013 unfold in real time, future work in this area can uniquely examine the impact of such legislation on media sustainability and independence as well as an informed public. One major obstacle to research in this area is limited independent researcher access to publishers\u2019 closely held&nbsp;<a href=\"https:\/\/www.niemanlab.org\/2022\/04\/crushing-resistance-yet-again-newsrooms-arent-showing-up-to-the-industrys-largest-diversity-survey\/\" target=\"_blank\" rel=\"noreferrer noopener\">internal<\/a>&nbsp;data (or smaller and local publishers simply&nbsp;<a href=\"https:\/\/citap.unc.edu\/news\/local-news-platforms-mis-disinformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">lacking<\/a>&nbsp;such data) as well as to&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/10584609.2018.1477506?journalCode=upcp20\" target=\"_blank\" rel=\"noreferrer noopener\">platforms\u2019<\/a>&nbsp;increasingly restrictive&nbsp;<a href=\"https:\/\/techcrunch.com\/2023\/02\/14\/twitters-restrictive-api-may-leave-researchers-out-in-the-cold\/\" target=\"_blank\" rel=\"noreferrer noopener\">APIs<\/a>, which CNTI explores in more detail in a separate&nbsp;<a href=\"https:\/\/cnti.org\/article\/enhancing-algorithmic-transparency\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue primer<\/a>. To proponents of these initiatives, they represent a much-needed&nbsp;<a href=\"https:\/\/www.platformer.news\/p\/meta-plans-a-news-blackout-in-canada\" target=\"_blank\" rel=\"noreferrer noopener\">rebalancing<\/a>&nbsp;of power between digital platforms and the publishers whose content they distribute and monetize. As Australia\u2019s News Media Bargaining Code in particular becomes a popular model for other governments, experts continue to note concerns, evidenced by research cited above, about issues of transparency, a lack of definitional clarity, long-term sustainability and further media&nbsp;<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1002\/poi3.284\" target=\"_blank\" rel=\"noreferrer noopener\">dependence<\/a>&nbsp;on major platforms.
