We are already seeing impacts for news reporting, circulation and consumption. Taking advantage of the benefits while limiting the harms will require a careful balancing act in our deeply complex information environment. For newsrooms, the use of generative AI tools offers benefits for productivity and innovation. At the same time, it risks inaccuracies, ethical issues and undermining public trust.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Policy deliberation:<\/strong> Legislation will need to offer clear and consistent <a href=\"https:\/\/carnegieendowment.org\/posts\/2022\/10\/one-of-the-biggest-problems-in-regulating-ai-is-agreeing-on-a-definition?lang=en\" target=\"_blank\" rel=\"noreferrer noopener\">definitions<\/a> of AI categories, grapple with the repercussions of AI-generated content for copyright and civil liberties and offer accountability for violations. The Artificial Intelligence and Data Act (AIDA)\u2019s failure to pass in Canada also suggests that deliberations will need to include avenues for meaningful public participation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Public understanding:<\/strong> As newsrooms implement AI, they need to remember that while communicating about how they are using AI is important, transparency alone is not enough. The public largely lacks a nuanced understanding of journalistic practices and they need that context to make sense of AI. That means transparency initiatives must be broader than initially conceived and include information about human journalists\u2019 work.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Governance: <\/strong>Without policy guidance, technology companies\u2019 own decisions will continue to dictate how AI is developed, implemented and used. Further downstream, publishers will also be responsible for establishing transparent, ethical guidelines for and education about AI use. Forward-thinking collaboration among policymakers, publishers, technology developers and other stakeholders is critical to strike the right balance and support public access to information.<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:32px\" aria-hidden=\"true\"><\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"TheIssue\" style=\"text-transform:capitalize\">The Issue<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Early forms of <a href=\"https:\/\/oecd.ai\/en\/ai-principles\" target=\"_blank\" rel=\"noreferrer noopener\">artificial intelligence<\/a> (prior to the development of <a href=\"https:\/\/www.mckinsey.com\/featured-insights\/mckinsey-explainers\/what-is-generative-ai\" target=\"_blank\" rel=\"noreferrer noopener\">generative AI<\/a>) have been used for years to both create and distribute online news and information. Until the recent wave of accessible generative AI systems (such as DALL-E, ChatGPT and Gemini), public debates around the rise of artificial intelligence largely focused on its potential to <a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/news\/ai-and-future-news-2025-what-we-learnt-about-how-its-impact-coverage-newsrooms-and-society\" target=\"_blank\" rel=\"noreferrer noopener\">disrupt<\/a> manual labor and operational work. These newer systems, however, have raised concerns about their potential for&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>destabilizing <a href=\"https:\/\/www.axios.com\/2025\/05\/28\/ai-jobs-white-collar-unemployment-anthropic\" target=\"_blank\" rel=\"noreferrer noopener\">white-collar<\/a> jobs and <a href=\"https:\/\/www.niemanlab.org\/2025\/03\/news-unions-are-grappling-with-generative-ai-our-new-study-shows-what-theyre-most-concerned-about\/\" target=\"_blank\" rel=\"noreferrer noopener\">media work<\/a>,&nbsp;<\/li>\n\n\n\n<li>abusing <a href=\"https:\/\/fortune.com\/2025\/05\/29\/ai-copyright-anthropic-meta-openai-fair-use\/\" target=\"_blank\" rel=\"noreferrer noopener\">copyright<\/a> (both against and by newsrooms),&nbsp;<\/li>\n\n\n\n<li>giving the public <a href=\"https:\/\/www.research-live.com\/article\/news\/bbc-research-finds-significant-issues-over-accuracy-of-ai-responses-to-news-questions\/id\/5135763\" target=\"_blank\" rel=\"noreferrer noopener\">inaccurate information<\/a> and&nbsp;<\/li>\n\n\n\n<li>eroding <a href=\"https:\/\/thehill.com\/policy\/technology\/5253632-americans-trust-artificial-intelligence-survey\/\" target=\"_blank\" rel=\"noreferrer noopener\">trust<\/a>.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, these technologies also create new pathways for innovation in news production, such as generating summaries or newsletters, covering <a href=\"https:\/\/www.niemanlab.org\/2025\/03\/local-newsrooms-are-using-ai-to-listen-in-on-public-meetings\/\" target=\"_blank\" rel=\"noreferrer noopener\">local events<\/a> (with mixed results), <a href=\"https:\/\/generative-ai-newsroom.com\/why-story-discovery-is-the-killer-app-for-generative-ai-in-journalism-ff49ba2ddef0\" target=\"_blank\" rel=\"noreferrer noopener\">finding<\/a> stories and moderating comments sections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As <a href=\"https:\/\/www.cjr.org\/feature-2\/how-were-using-ai-tech-gina-chua-nicholas-thompson-emilia-david-zach-seward-millie-tran.php\" target=\"_blank\" rel=\"noreferrer noopener\">newsrooms experiment<\/a> with using generative AI, some of their practices are being <a href=\"https:\/\/generative-ai-newsroom.com\/this-article-is-ai-generated-ai-disclosure-and-labeling-for-news-content-73d6e6cb6d50\" target=\"_blank\" rel=\"noreferrer noopener\">criticized<\/a> for errors and a lack of transparency. News publishers themselves are claiming copyright and terms-of-service <a href=\"https:\/\/futurism.com\/googles-ai-scraping-sites-opt-out\" target=\"_blank\" rel=\"noreferrer noopener\">violations<\/a> by those using news content to build and train new AI tools. In some cases, they are forming <a href=\"https:\/\/www.reuters.com\/technology\/openai-face-indian-digital-news-firms-ambani-adani-copyright-battle-2025-01-27\/\" target=\"_blank\" rel=\"noreferrer noopener\">coalitions<\/a> or striking deals with tech companies. They are also concerned that generative AI tools are changing how people search online, shifting <a href=\"https:\/\/www.forbes.com\/sites\/rashishrivastava\/2025\/03\/03\/openai-perplexity-ai-search-traffic-report\/\" target=\"_blank\" rel=\"noreferrer noopener\">traffic<\/a> away from news content.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>These developments introduce novel <em>legal<\/em> and <em>ethical<\/em> challenges for journalists, creators, policymakers and social media platforms. This includes how publishers use AI in news production and distribution, how AI systems draw from <\/strong><a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/news\/how-chatgpts-responses-change-top-news-sites-five-countries-block-it\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>news content<\/strong><\/a><strong> and how AI policy around the world will shape both.<\/strong><\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:32px\" aria-hidden=\"true\"><\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"WhatMakesItComplex\" style=\"text-transform:capitalize\">What Makes it Complex<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong><strong><strong>Lack of agreement about what constitutes AI makes scoping policy a challenge.<\/strong><\/strong><\/strong><\/strong> What comprises \u201cartificial intelligence\u201d is often <a href=\"https:\/\/journals.sagepub.com\/doi\/full\/10.1177\/20539517221142824\" target=\"_blank\" rel=\"noreferrer noopener\">contested<\/a> and difficult to define depending on how broad the scope is (e.g., if it includes or excludes classical algorithms) and whether one uses technical or <a href=\"https:\/\/carnegieendowment.org\/2022\/10\/06\/one-of-biggest-problems-in-regulating-ai-is-agreeing-on-definition-pub-88100\" target=\"_blank\" rel=\"noreferrer noopener\">\u201chuman-based\u201d<\/a> language. The widespread definitional disagreement can lead to misalignment in policy conversations (e.g., policymakers working from different but unarticulated definitions) and unclearly scoped policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong><strong>In considering legislation, it is unclear how to determine which AI news practices would fall within legal parameters and how news practices differ from other AI uses.<\/strong><\/strong><\/strong> What specific practices and types of content would be subject to legislative policy? How would it apply to other types of AI? The proprietary and <a href=\"https:\/\/iapp.org\/news\/a\/beyond-compliance-the-case-for-adaptive-ai-governance\" target=\"_blank\" rel=\"noreferrer noopener\">fluid<\/a> nature of AI systems introduce new challenges for regulation. As policymakers attempt to legislate AI, they must consider the future risks of each system. These technologies will continue to evolve at a faster pace than policy can reasonably keep up with, and policymakers must determine how best to protect citizens\u2019 and creators\u2019 fundamental <a href=\"https:\/\/researchictafrica.net\/wp\/wp-content\/uploads\/2022\/03\/Desgining-a-right-based-responsible-index.pdf\">rights<\/a> and safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong>The quantity and type of data collected by generative AI programs introduce new <\/strong><a href=\"https:\/\/www.techpolicy.press\/the-right-to-be-forgotten-is-dead-data-lives-forever-in-ai\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><span style=\"text-decoration: underline;\">privacy<\/span><\/strong><\/a><strong> and <\/strong><a href=\"https:\/\/cnti.org\/article\/modernizing-copyright\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><span style=\"text-decoration: underline;\">copyright<\/span><\/strong><\/a><strong> concerns.<\/strong><\/strong> Among these concerns is what data is collected and how it is used by AI tools, in terms of both the input (the online data scraped to train these tools) and the output (the automated content itself). Additionally, publishers have questioned whether their articles are being used to <a href=\"https:\/\/www.usnews.com\/news\/technology\/articles\/2025-03-12\/french-publishers-and-authors-sue-meta-over-copyright-works-used-in-ai-training\" target=\"_blank\" rel=\"noreferrer noopener\">train<\/a> AI tools without authorization, potentially <a href=\"https:\/\/www.adweek.com\/media\/the-new-york-times-updates-terms-of-service-to-prevent-ai-scraping-its-content\/\" target=\"_blank\" rel=\"noreferrer noopener\">violating<\/a> terms-of-service agreements. In response, news publishers have turned to both <a href=\"https:\/\/pressgazette.co.uk\/platforms\/news-publisher-ai-deals-lawsuits-openai-google\/\" target=\"_blank\" rel=\"noreferrer noopener\">litigation<\/a> \u2014 seeking penalties against AI companies for using their copyrighted content without permission \u2014 and licensing <a href=\"https:\/\/pressgazette.co.uk\/platforms\/news-publisher-ai-deals-lawsuits-openai-google\/\" target=\"_blank\" rel=\"noreferrer noopener\">agreements<\/a> \u2014 allowing tech companies to pay to use news content to train generative AI models. Another CNTI primer delves into the <a href=\"https:\/\/cnti.org\/article\/modernizing-copyright\/\" target=\"_blank\" rel=\"noreferrer noopener\">copyright challenges of AI<\/a>, which present <a href=\"https:\/\/www.vox.com\/artificial-intelligence\/408786\/ai-art-studio-ghibli-moral-injury-copyright\" target=\"_blank\" rel=\"noreferrer noopener\">ethical dilemmas<\/a> over profiting from AI models trained on copyrighted creative work without attribution or compensation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong style=\"white-space: normal;\">Establishing transparency and disclosure standards for AI practices requires a coordinated approach between legal and organizational policies. While it may make sense to address some areas of transparency through legal requirements (like current advertising disclosures), other areas are more appropriately addressed organizationally.<\/strong>&nbsp;In many cases, it will be up to tech companies and publishers to establish their own <a href=\"https:\/\/www.mdpi.com\/2673-5172\/6\/1\/29\" target=\"_blank\" rel=\"noreferrer noopener\">principles, guidelines and policies<\/a> for navigating the use of AI within their organizations \u2014 ranging from appropriate application to labeling to image manipulation. But these standards will need to both fit alongside legal requirements and be similar enough across organizations for the public to understand them. Newsroom education and communication will also be critical, as both <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/21670811.2025.2495693\" target=\"_blank\" rel=\"noreferrer noopener\">journalists<\/a> and the public are often unsure of how, or to what extent, news organizations rely on AI. The public generally <a href=\"https:\/\/doi.org\/10.1093\/pnasnexus\/pgae403\" target=\"_blank\" rel=\"noreferrer noopener\">assumes news rooms are implementing AI<\/a> without human oversight (which is rare, but gets a lot of attention <a href=\"https:\/\/www.poynter.org\/commentary\/2025\/chicago-sun-times-summer-reading-list-ai\/\">when it occurs<\/a>). For technology companies specifically, there is ongoing debate over requirements of <a href=\"https:\/\/cnti.org\/article\/enhancing-algorithmic-transparency\/\" target=\"_blank\" rel=\"noreferrer noopener\">algorithmic transparency<\/a> and the degree to which legal demand for this transparency could enable bad actors to hack or otherwise take advantage of the system in harmful ways.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong><strong>The use of generative AI tools to create news stories presents a series of challenges around providing fact-based information to the public.<\/strong><\/strong><\/strong> Not only do AI tools include <a href=\"https:\/\/futurism.com\/ai-slop-scandal-maha-report\" target=\"_blank\" rel=\"noreferrer noopener\">false<\/a> or entirely <a href=\"https:\/\/www.semafor.com\/article\/06\/01\/2025\/business-insider-recommended-nonexistent-books-to-staff-as-it-leans-into-ai\" target=\"_blank\" rel=\"noreferrer noopener\">made-up<\/a> information, but they are also <a href=\"https:\/\/www.cjr.org\/tow_center\/we-compared-eight-ai-search-engines-theyre-all-bad-at-citing-news.php\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cconfidently wrong,\u201d<\/a> creating convincingly high-quality content and offering authoritative arguments for inaccurate information. To date, licensing deals have <a href=\"https:\/\/www.cjr.org\/tow_center\/we-compared-eight-ai-search-engines-theyre-all-bad-at-citing-news.php\" target=\"_blank\" rel=\"noreferrer noopener\">largely failed to improve<\/a> this challenge. Distinguishing between legitimate and illegitimate content (or even satire) is becoming increasingly <a href=\"https:\/\/www.poynter.org\/fact-checking\/2025\/generative-aritificial-intelligence-images-growing-threat\/\" target=\"_blank\" rel=\"noreferrer noopener\">difficult<\/a> \u2014 particularly as <a href=\"https:\/\/www.cjr.org\/analysis\/do-ai-detection-tools-work-fake-or-real-images.php\" target=\"_blank\" rel=\"noreferrer noopener\">counter-AI tools have so far been mostly ineffective<\/a>. Further, it is easy to produce AI-generated images or content, which can be exploited by <a href=\"https:\/\/www.404media.co\/inside-the-economy-of-ai-spammers-getting-rich-by-exploiting-disasters-and-misery\/\" target=\"_blank\" rel=\"noreferrer noopener\">spammers<\/a> who churn out AI-generated \u201cnews\u201d content or antidemocratic actors who create scalable and potentially persuasive <a href=\"https:\/\/academic.oup.com\/pnasnexus\/article\/4\/4\/pgaf083\/8097936?login=false\" target=\"_blank\" rel=\"noreferrer noopener\">propaganda<\/a> and <a href=\"https:\/\/intpolicydigest.org\/ai-in-war-and-propaganda-anna-mysyshyn-on-disinformation-democracy-and-digital-governance\/\" target=\"_blank\" rel=\"noreferrer noopener\">disinformation<\/a>. While it is clear automation offers many opportunities to improve news efficiency and innovation, it also risks further commoditizing and undermining public trust in news.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong><strong><strong>Content generators and policymakers need to be aware of <\/strong><a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.2416228122\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><span style=\"text-decoration: underline;\">inherent<\/span><\/strong><\/a><strong> <\/strong><a href=\"https:\/\/www.techpolicy.press\/new-research-finds-large-language-models-exhibit-social-identity-bias\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><span style=\"text-decoration: underline;\">biases<\/span><\/strong><\/a><strong> in generative AI tools and guard against them.<\/strong><\/strong><\/strong><\/strong> Because AI technologies are usually trained on massive <a href=\"https:\/\/dl.acm.org\/doi\/10.1145\/3442188.3445922\" target=\"_blank\" rel=\"noreferrer noopener\">swaths<\/a> of data scraped from the internet, they tend to <a href=\"https:\/\/www.wired.com\/story\/ai-bias-spreading-stereotypes-across-languages-and-cultures-margaret-mitchell\/\" target=\"_blank\" rel=\"noreferrer noopener\">replicate existing social biases<\/a> and inequities. For instance, photo-editing apps can produce hypersexualized and racialized <a href=\"https:\/\/www.cbsnews.com\/news\/ai-nudify-sites-payment-redirects-60-minutes\/\" target=\"_blank\" rel=\"noreferrer noopener\">images<\/a>, and other image generation apps (like DALL-E and Stable Diffusion) can be used to amplify stereotypes and produce <a href=\"https:\/\/globalvoices.org\/2024\/12\/26\/how-artificial-intelligence-can-be-weaponized-for-harassment\/\" target=\"_blank\" rel=\"noreferrer noopener\">fodder<\/a> for harassment or disinformation. ChatGPT has been shown to generate violent, racist and sexist content (e.g. offering less risky and more patronizing <a href=\"https:\/\/coller.tau.ac.il\/sites\/coller.tau.ac.il\/files\/media_server\/Recanati\/management\/safra\/galo.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">financial advice<\/a> to users with jobs associated with women). Additionally, using AI systems in <a href=\"https:\/\/www.oii.ox.ac.uk\/news-events\/reports\/automating-democracy-generative-ai-journalism-and-the-future-of-democracy\/\" target=\"_blank\" rel=\"noreferrer noopener\">social and cultural settings<\/a> for which they were not intended, along with the <a href=\"https:\/\/nymag.com\/intelligencer\/article\/ai-artificial-intelligence-humans-technology-business-factory.html\" target=\"_blank\" rel=\"noreferrer noopener\">human effort<\/a> in places like Kenya to clean up harmful AI outputs, creates problems for labor and data control. Finally, while natural language processing is rapidly improving, AI tools\u2019 training in <a href=\"https:\/\/www.technologyreview.com\/2022\/04\/22\/1050394\/artificial-intelligence-for-the-people\/\" target=\"_blank\" rel=\"noreferrer noopener\">dominant<\/a> languages makes it harder for those who speak marginalized <a href=\"https:\/\/news.stanford.edu\/stories\/2025\/05\/digital-divide-ai-llms-exclusion-non-english-speakers-research\" target=\"_blank\" rel=\"noreferrer noopener\">languages<\/a> to access information. Researchers are working to <a href=\"https:\/\/news.mit.edu\/2024\/researchers-reduce-bias-ai-models-while-preserving-improving-accuracy-1211\" target=\"_blank\" rel=\"noreferrer noopener\">reduce<\/a> some of these biases, as are <a href=\"https:\/\/www.techpolicy.press\/local-ai-research-groups-are-preserving-nonenglish-languages-in-the-digital-age\/\" target=\"_blank\" rel=\"noreferrer noopener\">participatory grassroots<\/a> organizations; however, these biases are deeply rooted and the tools are used globally, so fixing these problems will be difficult.<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:32px\" aria-hidden=\"true\"><\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"StateOfResearch\" style=\"text-transform:capitalize\">State of Research<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Artificial intelligence is no longer a fringe technology. Research finds three-quarters of companies report AI <a href=\"https:\/\/www.mckinsey.com\/capabilities\/quantumblack\/our-insights\/the-state-of-ai\" target=\"_blank\" rel=\"noreferrer noopener\">adoption<\/a> as of 2024. Experts have begun to document the increasingly critical role of AI for news publishers and technology companies, both separately and in <a href=\"https:\/\/towcenter.columbia.edu\/news\/platforms-and-publishers\" target=\"_blank\" rel=\"noreferrer noopener\">relation<\/a> to each other. And there is mounting evidence that AI technologies are routinely used both in social platforms\u2019 algorithms and in everyday <a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/journalism-media-and-technology-trends-and-predictions-2025\" target=\"_blank\" rel=\"noreferrer noopener\">news<\/a> work, though the latter is often concentrated among larger and upmarket <a href=\"https:\/\/www.tandfonline.com\/doi\/pdf\/10.1080\/16522354.2025.2473301\" target=\"_blank\" rel=\"noreferrer noopener\">publishers<\/a> who have the resources to invest in these practices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are limitations to what journalists and the public understand when it comes to AI. Research shows there are gaps between the pervasiveness of AI uses in news and journalists\u2019 <a href=\"https:\/\/www.ebu.ch\/news\/2024\/11\/navigating-ai-in-public-service-media-challenges-and-ppportunities\" target=\"_blank\" rel=\"noreferrer noopener\">understandings<\/a> of and <a href=\"https:\/\/www.unesco.org\/en\/articles\/artificial-intelligence-and-journalism-latin-america\" target=\"_blank\" rel=\"noreferrer noopener\">attitudes<\/a> toward these practices. Audience-focused research on AI in journalism consistently finds that news consumers often cannot <a href=\"https:\/\/www.emerald.com\/insight\/content\/doi\/10.1108\/oir-09-2024-0554\/full\/html\" target=\"_blank\" rel=\"noreferrer noopener\">discern<\/a> between AI-generated and human-generated content. Audiences also perceive certain types of AI-generated news as <a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/21670811.2024.2323000\" target=\"_blank\" rel=\"noreferrer noopener\">less<\/a> <a href=\"https:\/\/www.frontiersin.org\/journals\/communication\/articles\/10.3389\/fcomm.2025.1484186\/full\" target=\"_blank\" rel=\"noreferrer noopener\">biased<\/a> than human writers, despite ample evidence that AI tools can perpetuate social <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=4943377\" target=\"_blank\" rel=\"noreferrer noopener\">biases<\/a> and enable the development of <a href=\"https:\/\/education.virginia.edu\/news-stories\/qa-real-bots-make-it-hard-recognize-truth\" target=\"_blank\" rel=\"noreferrer noopener\">disinformation<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is a <a href=\"https:\/\/www.mdpi.com\/2673-5172\/5\/3\/56\" target=\"_blank\" rel=\"noreferrer noopener\">growing base of empirical research<\/a> on AI, although it remains more <a href=\"https:\/\/lonsuit.unismuhluwuk.ac.id\/societo\/article\/view\/3898\" target=\"_blank\" rel=\"noreferrer noopener\">qualitative<\/a> than quantitative, which allows us to answer some important questions, but makes a representative assessment of the situation difficult. Theoretical work has focused on the <a href=\"https:\/\/www.mdpi.com\/2673-5172\/5\/3\/54\" target=\"_blank\" rel=\"noreferrer noopener\">changing role<\/a> of AI in <a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/14648849241269300\" target=\"_blank\" rel=\"noreferrer noopener\">journalism practice<\/a>, the central role of platform companies in shaping AI and the conditions of <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/21670811.2023.2287464\" target=\"_blank\" rel=\"noreferrer noopener\">news work<\/a>, and the implications for AI dependence on journalism\u2019s <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1002\/aaai.12174\" target=\"_blank\" rel=\"noreferrer noopener\">value<\/a> and its ability to fulfill <a href=\"https:\/\/journals.sagepub.com\/doi\/full\/10.1177\/14648849251343518\" target=\"_blank\" rel=\"noreferrer noopener\">its democratic aims<\/a>. Work in the media policy space has largely concentrated around <a href=\"https:\/\/policyreview.info\/pdf\/policyreview-2024-4-1810.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">European Union<\/a> policy debates and <a href=\"https:\/\/academic.oup.com\/pnasnexus\/article\/3\/10\/pgae403\/7795946\">the role o<\/a><a href=\"https:\/\/academic.oup.com\/pnasnexus\/article\/3\/10\/pgae403\/7795946\" target=\"_blank\" rel=\"noreferrer noopener\">f<\/a><a href=\"https:\/\/academic.oup.com\/pnasnexus\/article\/3\/10\/pgae403\/7795946\"> transparency<\/a> around AI news practices in enhancing trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Future work should prioritize evidence-based research on how AI reshapes the news people get to see \u2014 both directly from publishers and indirectly through platforms. AI research focused <a href=\"https:\/\/ideas.repec.org\/a\/aif\/report\/v6y2024i1p56-65.html\" target=\"_blank\" rel=\"noreferrer noopener\">outside<\/a> of the U.S. and outside economically developed countries would offer a fuller understanding of how technological changes affect news practices globally. Regulatory responses to emerging technologies like AI vary by country and range from direct regulation to soft law (e.g. guidelines) to industry self-regulation. Some governments, such as Russia and <a href=\"https:\/\/www.iss.europa.eu\/sites\/default\/files\/EUISSFiles\/Brief_21_2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">China<\/a>, directly or indirectly facilitate \u2014 and thus often control \u2014 the development of AI in their countries, allowing them to collect and use individuals\u2019 data. Others attempt to facilitate innovation by involving various stakeholders. Some, <a href=\"https:\/\/gdpr.eu\/what-is-gdpr\/\">like the EU<\/a>, actively seek to regulate AI technology and protect the public against its risks.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These differences reflect a lack of agreement over what values should underpin AI legislation or ethics frameworks and make global consensus over its regulation challenging. That said, legislation in one country can have important effects elsewhere. The EU AI Act, for example, inspired legislation in <a href=\"https:\/\/cepa.org\/article\/burying-the-brussels-effect-ai-act-inspires-few-copycats\/\" target=\"_blank\" rel=\"noreferrer noopener\">Canada and Brazil<\/a>. Because of this, it is important that those proposing policy and other solutions recognize global differences and consider the full range of potential impacts without compromising democratic values of an independent press, an open internet and free expression.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Legislative policies specifically intended to regulate AI can easily be weakened by a lack of clarity around what <em>qualifies<\/em> as AI, making violations incredibly hard to identify and enforce. Given the complexity of these systems and the speed of innovation in this field, experts have called for individualized and adaptive provisions rather than one-size-fits-all responses. Recommendations for broader stakeholder <a href=\"https:\/\/ecnl.org\/news\/how-can-eu-include-stakeholders-ensure-effective-implementation-eu-ai-act\" target=\"_blank\" rel=\"noreferrer noopener\">involvement<\/a> in building AI legislation also include engaging groups, such as marginalized or vulnerable communities, that are often <a href=\"https:\/\/www.techpolicy.press\/ai-countergovernance-lessons-learned-from-canada-and-paris\/\" target=\"_blank\" rel=\"noreferrer noopener\">most impacted by its outcomes<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, as the role of news content in the training of AI systems becomes an increasingly central part of regulatory and policy debates, responses to AI developments will likely need to account for the protection of an independent, competitive news media. The guidelines focus on promoting and actively monitoring AI development by technology companies to achieve national priorities. They also mandate the use of the People&#8217;s Republic of China&#8217;s national standards for AI, as they apply to big data, cloud computing and industrial software. <a href=\"https:\/\/www.whitecase.com\/insight-our-thinking\/ai-watch-global-regulatory-tracker-china\" target=\"_blank\" rel=\"noreferrer noopener\">In 2025<\/a>, China released new standards for generative AI and new <a href=\"https:\/\/www.insideprivacy.com\/international\/china\/china-releases-new-labeling-requirements-for-ai-generated-content\/\">labeling requirements<\/a> for AI providers and content platforms, which may also impact the journalism industry.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:16px\" aria-hidden=\"true\"><\/div>\n<\/li>\n\n\n\n<li class=\"wp-block-gridible-static-carousel-slide swiper-slide is-layout-flow wp-block-gridible-static-carousel-slide-is-layout-flow\">\n<div class=\"wp-block-group has-full-height has-shade-4-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-67aea4fe wp-block-group-is-layout-constrained\" style=\"padding-top:var(--wp--preset--spacing--40);padding-right:var(--wp--preset--spacing--40);padding-bottom:var(--wp--preset--spacing--40);padding-left:var(--wp--preset--spacing--40)\">\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"548\" height=\"600\" src=\"https:\/\/cnti.org\/wp-content\/uploads\/2024\/03\/EU-548x600-1.png\" alt=\"\" class=\"wp-image-3991\" style=\"aspect-ratio:4\/3;object-fit:contain\" srcset=\"https:\/\/cnti.org\/wp-content\/uploads\/2024\/03\/EU-548x600-1.png 548w, https:\/\/cnti.org\/wp-content\/uploads\/2024\/03\/EU-548x600-1-274x300.png 274w\" sizes=\"auto, (max-width: 548px) 100vw, 548px\" \/><\/figure>\n\n\n\n<h4 class=\"wp-block-heading has-shade-1-color has-text-color has-link-color has-aktiv-grotesk-condensed-font-family has-echo-font-size wp-elements-1770d561a5491747ef4f2191aa90f462\"><strong><strong><strong><strong>European Union<\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<p class=\"has-shade-1-color has-text-color has-link-color has-aktiv-grotesk-font-family has-foxtrot-font-size wp-elements-914b263169577759f06745b7af4c26f9 wp-block-paragraph\">The <a href=\"https:\/\/artificialintelligenceact.eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">EU\u2019s<\/a> <a href=\"https:\/\/www.euronews.com\/next\/2023\/05\/15\/the-eus-ai-act-a-guide-to-understanding-the-ambitious-plans-to-regulate-artificial-intelli\" target=\"_blank\" rel=\"noreferrer noopener\">AI Act<\/a>, <a href=\"https:\/\/www.washingtonpost.com\/technology\/2023\/06\/14\/eu-parliament-approves-ai-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">adopted<\/a> in June 2023, <a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/21670811.2022.2082505\" target=\"_blank\" rel=\"noreferrer noopener\">assigns<\/a> AI applications to three risk categories, banning uses of systems with \u201cunacceptable\u201d risk levels (if they violate fundamental rights or safety) and increasing regulation of \u201chigh-risk\u201d systems. It also requires that all <a href=\"https:\/\/www.reuters.com\/technology\/eu-lawmakers-committee-reaches-deal-artificial-intelligence-act-2023-04-27\/\" target=\"_blank\" rel=\"noreferrer noopener\">copyrightable<\/a> data used in AI model training be published. Opponents\u2019 concerns include a lack of <a href=\"https:\/\/ainowinstitute.org\/publication\/gpai-is-high-risk-should-not-be-excluded-from-eu-ai-act\" target=\"_blank\" rel=\"noreferrer noopener\">clarity<\/a> of what constitutes AI, <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/12527-Artificial-intelligence-ethical-and-legal-requirements\/F2665626_en\" target=\"_blank\" rel=\"noreferrer noopener\">flexibility<\/a> in the regulation process and unintended legal implications for <a href=\"https:\/\/www.accessnow.org\/joint-statement-ai-act-people-on-the-move\/\" target=\"_blank\" rel=\"noreferrer noopener\">marginalized<\/a> communities. In April 2023, <a href=\"https:\/\/www.reuters.com\/technology\/chatgpt-is-available-again-users-italy-spokesperson-says-2023-04-28\/\" target=\"_blank\" rel=\"noreferrer noopener\">Italy\u2019s<\/a> data protection <a href=\"https:\/\/www.gpdp.it\/web\/guest\/home\/docweb\/-\/docweb-display\/docweb\/9870832\" target=\"_blank\" rel=\"noreferrer noopener\">authority<\/a> announced a probe into ChatGPT\u2019s suspected breach of privacy regulations and <a href=\"https:\/\/www.cnbc.com\/2023\/04\/04\/italy-has-banned-chatgpt-heres-what-other-countries-are-doing.html\" target=\"_blank\" rel=\"noreferrer noopener\">ordered<\/a> OpenAI to stop processing Italian user data. The regulator noted concerns about ChatGPT\u2019s lack of age restrictions and the generation of disinformation. OpenAI <a href=\"https:\/\/www.reuters.com\/technology\/italys-data-watchdog-chatgpt-can-resume-april-30-if-openai-takes-useful-steps-2023-04-18\/\" target=\"_blank\" rel=\"noreferrer noopener\">responded<\/a> with plans to offer age verification tools, add more visibility to its privacy policy and allow EU users to object to the use of their data to train AI models, and ChatGPT was <a href=\"https:\/\/techcrunch.com\/2023\/04\/28\/chatgpt-resumes-in-italy\/\" target=\"_blank\" rel=\"noreferrer noopener\">restored<\/a> in Italy. After an investigation, Italian regulators fined ChatGPT <a href=\"https:\/\/www.reuters.com\/technology\/italy-fines-openai-15-million-euros-over-privacy-rules-breach-2024-12-20\/\">\u20ac15 million<\/a> in 2024. Most recently, Italy has taken <a href=\"https:\/\/www.reuters.com\/technology\/artificial-intelligence\/italys-privacy-watchdog-blocks-chinese-ai-app-deepseek-2025-01-30\/\">a similar approach<\/a> to DeepSeek.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:16px\" aria-hidden=\"true\"><\/div>\n<\/li>\n\n\n\n<li class=\"wp-block-gridible-static-carousel-slide swiper-slide is-layout-flow wp-block-gridible-static-carousel-slide-is-layout-flow\">\n<div class=\"wp-block-group has-full-height has-shade-4-background-color has-background has-global-padding is-layout-constrained wp-container-core-group-is-layout-67aea4fe wp-block-group-is-layout-constrained\" style=\"padding-top:var(--wp--preset--spacing--40);padding-right:var(--wp--preset--spacing--40);padding-bottom:var(--wp--preset--spacing--40);padding-left:var(--wp--preset--spacing--40)\">\n\n\n<h4 class=\"wp-block-heading has-shade-1-color has-text-color has-link-color has-aktiv-grotesk-condensed-font-family has-echo-font-size wp-elements-b3a69e098dda5d81eff00dd783812311\"><strong><strong><strong><strong><strong>Intergovernmental Approaches<\/strong><\/strong><\/strong><\/strong><\/strong><\/h4>\n\n\n\n<p class=\"has-shade-1-color has-text-color has-link-color has-aktiv-grotesk-font-family has-foxtrot-font-size wp-elements-896919761e0f460b2e58fafaf5b02d5c wp-block-paragraph\">There is a growth in intergovernmental approaches that seek to create comparable legislation across multiple countries. The <a href=\"https:\/\/au.int\/en\/documents\/20240809\/continental-artificial-intelligence-strategy\" target=\"_blank\" rel=\"noreferrer noopener\">African Union<\/a>\u2019s 2024 continental AI strategy, which is non-binding at the country level, specifically addresses the needs of journalists and other professionals, and recommends that countries develop training curricula for them.
