People around the world increasingly rely on digital intermediaries for news and information, and newsrooms must now optimize online content for clicks, shareability and engagement. In this environment, ensuring that algorithmic selection incentivizes high-quality information plays an important role in promoting an informed public, protecting an independent press and enhancing platform credibility. Alongside the need for legal and organizational policy to promote platform transparency, cross-industry collaboration is critical to ensuring that platform algorithms select and prioritize fact-based, independent news content.<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:32px\" aria-hidden=\"true\"><\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"TheIssue\" style=\"text-transform:capitalize\">The Issue<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The display of news content on digital platforms deviates from the traditional news model by decoupling news production from news distribution. In addition to news organizations\u2019 own digital distribution, technology companies\u2019 algorithms distribute news by selecting, filtering, ranking and bundling news for consumers. News organizations increasingly&nbsp;<a href=\"https:\/\/global.oup.com\/academic\/product\/the-power-of-platforms-9780190908867?cc=gb&amp;lang=en&amp;\" target=\"_blank\" rel=\"noreferrer noopener\">depend<\/a>&nbsp;on digital intermediaries to reach audiences through these means, and the public, in turn, relies on digital intermediaries to access news. Social media platforms, search engines, news aggregators and video-sharing services are becoming the dominant means for news consumption across the&nbsp;<a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/digital-news-report\/2023\/dnr-executive-summary\" target=\"_blank\" rel=\"noreferrer noopener\">world<\/a>. While these pathways increase news access and reach, they also introduce two challenges: the algorithmic selection process is usually opaque to news publishers and the public (who both rely on it), and the algorithmic selection results have the potential to expose the public to lower-quality news and information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>In addition to addressing transparency in how digital platform algorithms function (a topic CNTI addresses in a separate&nbsp;<a href=\"https:\/\/cnti.org\/article\/enhancing-algorithmic-transparency\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue primer<\/a>), there is a need to understand how to ensure fact-based, independent journalism rises to the top on digital platforms.<\/strong>&nbsp;Both publishers and digital platforms face challenges over how to determine the newsworthiness of editorial content. In particular, how can algorithms find, select and prioritize accurate, evidence-based content? This is important in enabling:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>An informed public.&nbsp;<\/em>News reporting remains critical to supporting an&nbsp;<a href=\"https:\/\/journals.sagepub.com\/doi\/full\/10.1177\/19401612221148981\" target=\"_blank\" rel=\"noreferrer noopener\">informed<\/a>&nbsp;<a href=\"https:\/\/www.routledge.com\/How-Media-Inform-Democracy-A-Comparative-Approach\/Aalberg-Curran\/p\/book\/9780415740425?gclid=Cj0KCQjwtO-kBhDIARIsAL6LorcmGVMEsdlrw25sqk95NVYF1kRmq0ev63TzMXm5TafZ_FIz1MCqD0AaAt_tEALw_wcB\" target=\"_blank\" rel=\"noreferrer noopener\">public<\/a>. With the digital environment open to both well- and ill-intended actors, algorithmic selections risk delivering lower-quality or erroneous content to the public. In addition, it is possible&nbsp;that amid declining revenues,&nbsp;some publishers may attempt to prioritize and elevate&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/1461670X.2023.2167104?src=\" target=\"_blank\" rel=\"noreferrer noopener\">content<\/a> selected and amplified by platform&nbsp;<a href=\"https:\/\/newsq.net\/panel-orientation-algorithms\/\" target=\"_blank\" rel=\"noreferrer noopener\">algorithms<\/a>&nbsp;over coverage driven by public interest.<\/li>\n\n\n\n<li><em>Journalism\u2019s sustainability<\/em>. News publishers increasingly rely on digital platforms to&nbsp;<a href=\"https:\/\/www.digitalnewsreport.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">reach<\/a>&nbsp;a broader audience, to drive more traffic to their own websites or apps and to increase subscriptions and donations. Less than a quarter (22%) of&nbsp;<a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/digital-news-report\/2023\" target=\"_blank\" rel=\"noreferrer noopener\">news audiences<\/a>&nbsp;say they prefer to start their news journeys with a news website or app, down 10 percentage points since 2018. Instead, social media platforms play an increasingly&nbsp;<a href=\"https:\/\/www.pewresearch.org\/journalism\/fact-sheet\/social-media-and-news-fact-sheet\/\" target=\"_blank\" rel=\"noreferrer noopener\">critical<\/a>&nbsp;role in news consumption. Amid efforts to seek more revenue from algorithmically driven news consumption (discussed in a separate CNTI&nbsp;<a href=\"https:\/\/cnti.org\/article\/building-news-sustainability\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue primer<\/a>), the opportunities digital platforms provide for exposure and reach to fact-based, independent content remain critical for many publishers. There is also the real possibility of platforms&nbsp;<a href=\"https:\/\/www.cnet.com\/tech\/services-and-software\/google-facebook-to-restrict-canadian-news-what-to-know-and-how-to-find-news-in-canada\/\" target=\"_blank\" rel=\"noreferrer noopener\">shifting<\/a>&nbsp;<a href=\"https:\/\/www.axios.com\/2022\/07\/28\/meta-publishers-news-funding-cut\" target=\"_blank\" rel=\"noreferrer noopener\">away<\/a>&nbsp;from&nbsp;<a href=\"https:\/\/www.ft.com\/content\/8ebb8854-426b-46f8-9c5c-b8f988c298f7\" target=\"_blank\" rel=\"noreferrer noopener\">news<\/a>&nbsp;altogether which, at least in our current structures, would almost certainly&nbsp;<a href=\"https:\/\/www.niemanlab.org\/2023\/08\/canada-will-remove-legit-news-from-facebook-and-instagram-but-may-leave-the-least-reputable-stuff-behind\/\" target=\"_blank\" rel=\"noreferrer noopener\">harm<\/a>&nbsp;publishers\u2019 ability to&nbsp;<a href=\"https:\/\/www.nber.org\/papers\/w28746\" target=\"_blank\" rel=\"noreferrer noopener\">reach<\/a>&nbsp;audiences and inhibit the public\u2019s ability to access legitimate news sources and information.&nbsp;<\/li>\n\n\n\n<li><em>Digital platforms\u2019 relevance, trust and revenue.&nbsp;<\/em>Although news content typically makes up only a&nbsp;<a href=\"https:\/\/www.niemanlab.org\/2023\/04\/news-now-makes-up-less-than-3-of-what-people-see-on-facebook\/\" target=\"_blank\" rel=\"noreferrer noopener\">small portion<\/a>&nbsp;(according to Facebook, around 3-4%) of digital platform content,&nbsp;<a href=\"http:\/\/www.newsmediaalliance.org\/wp-content\/uploads\/2019\/06\/Google-Benefit-from-News-Content.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">platforms<\/a> that provide independent and fact-based news content reap the benefits of increased relevance, credibility and some revenue when they display ads next to links or snippets and collect user data for targeted advertising. News generally improves the quality and range of content on digital platforms, whose aim is to entice users to spend as much time as possible in their \u201c<a href=\"https:\/\/medium.com\/mediarithmics-what-is\/what-is-a-walled-garden-and-why-it-is-the-strategy-of-google-facebook-and-amazon-ads-platform-296ddeb784b1\" target=\"_blank\" rel=\"noreferrer noopener\">walled gardens<\/a>.\u201d&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Behind the challenge of ensuring that algorithms identify and promote fact-based, independent journalism, is the influence digital platforms possess through subtly&nbsp;<a href=\"https:\/\/tarletongillespie.org\/essays\/Gillespie%20-%20trendingistrending%20PREPRINT.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">guiding<\/a>&nbsp;how society creates and discovers content.&nbsp;Digital platforms have evolved beyond the role of distribution channels to exert&nbsp;<a href=\"https:\/\/about.fb.com\/news\/2021\/01\/how-does-news-feed-predict-what-you-want-to-see\/\" target=\"_blank\" rel=\"noreferrer noopener\">direct<\/a>&nbsp;and indirect editorial influence&nbsp;(though some have begun to&nbsp;<a href=\"https:\/\/www.wsj.com\/articles\/facebook-shifts-resources-from-news-tab-and-bulletin-to-focus-on-creator-economy-11658250433\" target=\"_blank\" rel=\"noreferrer noopener\">shift<\/a>&nbsp;<a href=\"https:\/\/www.niemanlab.org\/2022\/11\/metas-layoffs-make-it-official-facebook-is-ready-to-part-ways-with-the-news\/\" target=\"_blank\" rel=\"noreferrer noopener\">away<\/a>&nbsp;from news). For example, in the past decade, digital&nbsp;platforms have incentivized particular types of content (e.g.,&nbsp;<a href=\"https:\/\/www.businessinsider.com\/facebook-wont-pay-publishers-for-live-videos-anymore-2017-1\" target=\"_blank\" rel=\"noreferrer noopener\">live video<\/a>,&nbsp;<a href=\"https:\/\/pressgazette.co.uk\/news\/facebook-news-payments-meta-unfriend-news\/\" target=\"_blank\" rel=\"noreferrer noopener\">short video<\/a>) and set design standards (e.g.,&nbsp;<a href=\"https:\/\/www.theguardian.com\/technology\/2017\/oct\/02\/google-to-ditch-controversial-first-click-free-policy\" target=\"_blank\" rel=\"noreferrer noopener\">subscription policy<\/a>,&nbsp;<a href=\"https:\/\/www.researchgate.net\/publication\/221609252_Cloak_and_dagger_Dynamics_of_web_search_cloaking\" target=\"_blank\" rel=\"noreferrer noopener\">anti-cloaking<\/a>).&nbsp;As a result, editorial decision-making in a competitive, data-driven news market is increasingly based on third-party choices, resulting in newsrooms&nbsp;<a href=\"https:\/\/news.stanford.edu\/2018\/03\/21\/this-stanford-scholar-learned-clickbait-will-surprise\/\" target=\"_blank\" rel=\"noreferrer noopener\">optimizing<\/a>&nbsp;online editorial content for clicks,&nbsp;<a href=\"https:\/\/journals.sagepub.com\/doi\/pdf\/10.1177\/1077699016654682?casa_token=ZZcpCu0SciQAAAAA:ky-OUiMuNAsgS7AGqfoQfN2K7Kim6zS8iSwxq3HWv_NbrH1SsgsZ3FFeE6J1d2JKr1u65PQaHQiq\" target=\"_blank\" rel=\"noreferrer noopener\">shareability<\/a>&nbsp;and engagement.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These dynamics signal the growing importance of ensuring that platform algorithms are structured in a way to identify and promote fact-based, independent journalism. There is a clear need for both legal and organizational policy when it comes to algorithmic transparency. There is also a critical need for cross-industry conversation and collaboration.&nbsp;There is evidence that collaboration leads to increased visibility of fact-based journalism by, for example, changing algorithms (and including&nbsp;<a href=\"https:\/\/www.blog.google\/products\/search\/original-reporting\/\" target=\"_blank\" rel=\"noreferrer noopener\">human<\/a>&nbsp;validation) to&nbsp;<a href=\"https:\/\/www.niemanlab.org\/2019\/09\/good-stuff-first-google-moves-to-prioritize-original-reporting-in-search\/\" target=\"_blank\" rel=\"noreferrer noopener\">prioritize<\/a>&nbsp;and elevate&nbsp;original reporting over standard ranking considerations.&nbsp;Is there a role for news publishers in shaping these algorithmic processes? And, what do publishers need from digital platforms to be able to serve the public and make effective and informed decisions about digital news content?<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:32px\" aria-hidden=\"true\"><\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"WhatMakesItComplex\" style=\"text-transform:capitalize\">What Makes It Complex<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Policy in this space will need to grapple with what quality means and how it gets assessed.<\/strong> What content algorithms should promote, as well as who or what defines news \u201cquality,\u201d can be difficult to determine or to articulate in policy.&nbsp;And it&nbsp;often means different things to&nbsp;academics, to news&nbsp;publishers&nbsp;and to the&nbsp;public.Historically, the term \u201c<a href=\"https:\/\/blogs.lse.ac.uk\/polis\/2018\/06\/05\/what-is-quality-journalism-the-most-important-question-for-news-organisations-today-but-do-we-know-what-it-means\/\" target=\"_blank\" rel=\"noreferrer noopener\">quality<\/a>\u201d was used by broadsheet newspapers and public broadcasters to&nbsp;<a href=\"https:\/\/blogs.lse.ac.uk\/polis\/2018\/06\/05\/what-is-quality-journalism-the-most-important-question-for-news-organisations-today-but-do-we-know-what-it-means\/\" target=\"_blank\" rel=\"noreferrer noopener\">distinguish<\/a>&nbsp;their coverage from the more quantity-driven, sometimes sensationalist tabloid headlines as well as from commercial channels \u2013 though whether this distinction was ever true is&nbsp;<a href=\"https:\/\/www.researchgate.net\/publication\/233498513_Tabloid_journalism_and_the_public_sphere_A_historical_perspective_on_tabloid_journalism\" target=\"_blank\" rel=\"noreferrer noopener\">questionable<\/a>. It can be difficult, if not outright impossible, to label many news publishers entirely along a binary measure of \u201cquality.\u201d (Further, research suggests that such&nbsp;<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC9075792\/\" target=\"_blank\" rel=\"noreferrer noopener\">labels<\/a>&nbsp;don\u2019t measurably improve people\u2019s news diets or reduce misperceptions.) In some contexts, the question of&nbsp;<em>who<\/em>&nbsp;determines the quality of news content can open the door to governmental overreach or abuse. Governments\u2019 involvement in decisions around what qualifies as \u201cquality\u201d news content can lead to them serving as the arbiters of what does or does not appear online, potentially threatening an independent press and free expression.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong>Even if algorithms prioritize fact-based and independent journalism, people may still choose to consume content that is not fact-based or independent.<\/strong><\/strong> For instance, <a href=\"https:\/\/www.nytimes.com\/2011\/07\/20\/opinion\/20linkof.html\">tabloid<\/a> publishers have often argued their popularity guarantees that their content is what the public wants. The disconnect between what information publishers and the public deem relevant or valuable is a challenge for legal and organizational policy attempting to address algorithmic content recommendations. For instance, should the public be compelled to see content they don\u2019t want to see if governments or others determine it is good for them? Efforts must strike a balance between prioritizing fact-based content and protecting the public\u2019s right to make their own decisions about how, or to what extent, they are informed. This disconnect is explored in more depth in a separate CNTI&nbsp;<a href=\"https:\/\/cnti.org\/article\/building-news-relevance\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue primer<\/a>&nbsp;on news relevance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong><strong>Even if we can agree on the standards of quality journalism, the challenge of how to choose among sources remains.<\/strong><\/strong><\/strong> For instance, many news stories&nbsp;<a href=\"https:\/\/www.cjr.org\/analysis\/content-nytimes-cnn-wsj-npr.php\" target=\"_blank\" rel=\"noreferrer noopener\">repeat<\/a>,&nbsp;<a href=\"https:\/\/www.pewresearch.org\/journalism\/2010\/01\/11\/how-news-happens\/\" target=\"_blank\" rel=\"noreferrer noopener\">repackage<\/a>, aggregate or comment on previously published content.&nbsp;How can policy or other approaches disincentive these practices in favor of original reporting? What role might platforms perform in this?&nbsp;Further, in today\u2019s&nbsp;<a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/attention_economy_feb.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">attention economy<\/a>,&nbsp;as algorithms sift through and prioritize content from an ever-growing number of news publishers and freelancers, smaller brands are often at a disadvantage amid the prioritization of publishers\u2019 reach and quantity. Further, because of their assumed public and economic value, legacy and upmarket publishers often have more&nbsp;<a href=\"https:\/\/www.cjr.org\/tow_center_reports\/the-platform-press-at-the-heart-of-journalism.php\" target=\"_blank\" rel=\"noreferrer noopener\">access<\/a>&nbsp;to digital platform and search engine representatives and may receive more guidance on what types of content will perform better in algorithms. Meanwhile, smaller and often local news organizations may not be able to afford the same level of digital expertise needed to best navigate news algorithms. A large proportion of digital&nbsp;<a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/digital-news-report\/2022\/dnr-executive-summary\" target=\"_blank\" rel=\"noreferrer noopener\">subscriptions<\/a>&nbsp;already go to just a few big national brands, reinforcing a&nbsp;<em>\u201cwinner takes most\u201d<\/em>&nbsp;dynamic in the online media industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong><strong><strong>Much like their audiences, news publishers generally have a&nbsp;<\/strong><a href=\"https:\/\/www.newamerica.org\/oti\/reports\/why-am-i-seeing-this\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>limited<\/strong><\/a><strong> understanding of how algorithms target news consumers and rank, boost, restrict and recommend news content.<\/strong><\/strong><\/strong><\/strong> To journalists, the metrics used in these algorithms range from opaque to obscure, despite some&nbsp;<a href=\"https:\/\/services.google.com\/fh\/files\/misc\/hsw-sqrg.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">efforts<\/a>&nbsp;to improve transparency. When proprietors strategically make regular and unannounced changes to their algorithms, ensuing decreases in traffic often lead newsroom, SEO and social media teams to feel at the mercy of major technology companies. These knowledge gaps make it difficult for news publishers to participate in decisions about how platform algorithms should be built to promote an informed public by recognizing and encouraging fact-based, independent journalism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong><strong><strong><strong>Platform algorithms are&nbsp;<\/strong><a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/1464884920915352?journalCode=joua\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>entangled<\/strong><\/a><strong>&nbsp;with broader&nbsp;<em>human<\/em>&nbsp;choices and user preferences, so they are not necessarily designed to prioritize news content.<\/strong><\/strong><\/strong><\/strong><\/strong> Platform algorithms are generally built to respond to people\u2019s broader interests, which may or may not include news and current affairs. Individuals see customized search results and feed pushes, and it is unclear whether the public desires more uniform results and pushes.<\/p>\n\n\n\n<div class=\"wp-block-gridible-responsive-spacer\" style=\"height:32px\" aria-hidden=\"true\"><\/div>\n<\/section>\n\n\n\n<section class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h2 class=\"wp-block-heading has-aktiv-grotesk-condensed-font-family has-delta-font-size\" id=\"StateOfResearch\" style=\"text-transform:capitalize\">State of Research<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/21670811.2019.1623700\" target=\"_blank\" rel=\"noreferrer noopener\">impact<\/a>&nbsp;of&nbsp;algorithms on news media has been recognized as a critical area of research. The central academic debates focus on the risks and opportunities algorithmically ranked news presents to individuals and society, digital platform accountability and the shift from mass media distribution to personalized recommendation systems. Scholars across a range of fields have increasingly analyzed the&nbsp;<a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/news\/power-platforms\" target=\"_blank\" rel=\"noreferrer noopener\">critical relationship<\/a>&nbsp;between those who manage algorithms and those who&nbsp;<a href=\"https:\/\/www.researchgate.net\/publication\/342958988_Quantifying_Quality_Negotiating_Audience_Participation_and_the_Value_of_a_Digital_Story_at_NRK\" target=\"_blank\" rel=\"noreferrer noopener\">produce<\/a>&nbsp;<a href=\"https:\/\/academic.oup.com\/book\/6695\/chapter-abstract\/150755277?redirectedFrom=fulltext\" target=\"_blank\" rel=\"noreferrer noopener\">news<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Researchers have found evidence of publishers adjusting \u2013 even lowering \u2013 editorial standards to boost their position in ranking and recommendation systems. Researchers have also expressed concerns about accessing, understanding and evaluating the algorithms that govern a range of news-related processes. These concerns involve the&nbsp;<a href=\"https:\/\/oxfordre.com\/communication\/display\/10.1093\/acrefore\/9780190228613.001.0001\/acrefore-9780190228613-e-779\" target=\"_blank\" rel=\"noreferrer noopener\">opaque<\/a>, \u201c<a href=\"https:\/\/www.ft.com\/content\/3d5556c5-520e-497a-aa5e-2546c5bc50cf\" target=\"_blank\" rel=\"noreferrer noopener\">black box<\/a>\u201d nature of these algorithms as well as the increasing suppression of researchers\u2019&nbsp;<a href=\"https:\/\/techcrunch.com\/2023\/02\/14\/twitters-restrictive-api-may-leave-researchers-out-in-the-cold\/\" target=\"_blank\" rel=\"noreferrer noopener\">access<\/a>&nbsp;to digital&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/10584609.2018.1477506?journalCode=upcp20\" target=\"_blank\" rel=\"noreferrer noopener\">trace data<\/a>&nbsp;(which CNTI addresses in detail in a separate&nbsp;<a href=\"https:\/\/cnti.org\/article\/enhancing-algorithmic-transparency\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue primer<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While it is clear that platform algorithms subtly guide trends and drive how people discover content, there is little evidence of exactly how they&nbsp;<a href=\"https:\/\/knightcolumbia.org\/content\/understanding-social-media-recommendation-algorithms\" target=\"_blank\" rel=\"noreferrer noopener\">work<\/a>&nbsp;or what they&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/21670811.2016.1178592\" target=\"_blank\" rel=\"noreferrer noopener\">reward<\/a>&nbsp;or amplify. Thus, it is important to differentiate between what the data firmly reveal about algorithms and news and what there is not yet evidence to support:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In spite of public attention to fears of algorithmic \u201cfilter bubbles,\u201d studies in the UK and several other countries consistently find that&nbsp;<em>algorithmic<\/em>&nbsp;selection by digital platforms generally leads to slightly&nbsp;<a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/echo-chambers-filter-bubbles-and-polarisation-literature-review\" target=\"_blank\" rel=\"noreferrer noopener\">more diverse<\/a>&nbsp;news&nbsp;<a href=\"https:\/\/www.nature.com\/articles\/s41586-023-06297-w\" target=\"_blank\" rel=\"noreferrer noopener\">consumption<\/a>&nbsp;(though&nbsp;<em>self<\/em>-selection may hinder this, particularly among political partisans).&nbsp;<\/li>\n\n\n\n<li>Algorithmic&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/10584609.2020.1713267?journalCode=upcp20\" target=\"_blank\" rel=\"noreferrer noopener\">rankings<\/a>&nbsp;can exert influence over how people engage with and evaluate news.<\/li>\n\n\n\n<li>Some work suggests that&nbsp;<a href=\"https:\/\/www.pnas.org\/doi\/abs\/10.1073\/pnas.1618923114\" target=\"_blank\" rel=\"noreferrer noopener\">emotional<\/a>&nbsp;language and out-group&nbsp;<a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/34162706\/\" target=\"_blank\" rel=\"noreferrer noopener\">animosity<\/a>&nbsp;are more likely to go \u201cviral\u201d or be shared on social media \u2013 trends that rely on&nbsp;<em>user<\/em>&nbsp;behavior alongside platform and algorithmic design.&nbsp;<\/li>\n\n\n\n<li>Historically, social media platforms like Facebook overwhelmingly weighted&nbsp;<a href=\"https:\/\/knightcolumbia.org\/content\/understanding-social-media-recommendation-algorithms\" target=\"_blank\" rel=\"noreferrer noopener\">comments<\/a>&nbsp;as more important than other types of interactions, leading posts that explicitly or implicitly encouraged commenting (e.g.&nbsp;<a href=\"https:\/\/www.vice.com\/en\/article\/wjvdem\/how-fox-news-dominates-facebook-in-the-trump-era\" target=\"_blank\" rel=\"noreferrer noopener\">divisive<\/a>&nbsp;content) to gain more popularity. But transparency around algorithms has&nbsp;<a href=\"https:\/\/knightcolumbia.org\/blog\/twitter-showed-us-its-algorithm-what-does-it-tell-us\" target=\"_blank\" rel=\"noreferrer noopener\">limitations<\/a> because the code is not static: Platforms\u2019 formulas for engagement are frequently changing.<\/li>\n\n\n\n<li>Research demonstrates that platforms are frequently changing algorithms and investing in both manual and algorithmic moderation processes to minimize the spread of&nbsp;<a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/2053168019848554\" target=\"_blank\" rel=\"noreferrer noopener\">disinformation<\/a>. At the same time, problematic or&nbsp;<a href=\"https:\/\/policyreview.info\/articles\/analysis\/recommender-systems-and-amplification-extremist-content\" target=\"_blank\" rel=\"noreferrer noopener\">extremist<\/a>&nbsp;content is more likely to be amplified by certain digital platforms\u2019 recommendation systems than by others.<\/li>\n\n\n\n<li>News consumers are generally&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/1369118X.2018.1450887?journalCode=rics20\" target=\"_blank\" rel=\"noreferrer noopener\">skeptical<\/a>&nbsp;of algorithmic selection of online news but are&nbsp;<a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/digital-news-report\/2023\/attitudes-towards-algorithms-impact-news\" target=\"_blank\" rel=\"noreferrer noopener\">equally wary<\/a>&nbsp;of news selection by editors and journalists. Similarly, people often perceive news produced by algorithms as&nbsp;<a href=\"https:\/\/journals.sagepub.com\/doi\/pdf\/10.1177\/1464884918757072\" target=\"_blank\" rel=\"noreferrer noopener\">equally<\/a>&nbsp;or more&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/21670811.2020.1762102?journalCode=rdij20\" target=\"_blank\" rel=\"noreferrer noopener\">credible<\/a>&nbsp;than (or simply not&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/17512786.2014.883116?src=recsys\" target=\"_blank\" rel=\"noreferrer noopener\">discernible<\/a>&nbsp;from) news selected by human journalists.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">There is opportunity for future work to serve as an intermediary between digital platforms and news organizations, pushing for more transparency to fully understand the&nbsp;<a href=\"https:\/\/www.nature.com\/articles\/d41586-023-01521-z\" target=\"_blank\" rel=\"noreferrer noopener\">complexity<\/a>&nbsp;of algorithmic mechanisms and where the balance may lie between demystifying processes to promote fact-based, independent news and information while protecting against political or commercial manipulation. On the policy side, the effects of recent digital platform legislation on newsroom practices and reach are unclear. Within both sets of approaches, it is unclear how to assess what \u201cquality\u201d news&nbsp;<em>is.&nbsp;<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Legislation in these areas can greatly impact \u2013 and even supersede \u2013 what news publishers and technology companies can do to promote fact-based, independent content. Without a clearly established basis for payments, the use of content reach and volume as key metrics for payments may&nbsp;<a href=\"https:\/\/www.mcgill.ca\/maxbellschool\/max-policy\/c-18\" target=\"_blank\" rel=\"noreferrer noopener\">incentivize<\/a>&nbsp;low-quality content.
